Latino youth are more likely to live under the poverty line and to become adolescent parents. Although research exists examining adolescent mothers, less is known about adolescent fathers, particularly Latino adolescent fathers. Much of what does exist uses a deficit lens, as opposed to one of strength and resilience. Although adolescent fathers sometimes do struggle in their transition to fatherhood, it is critical to understand the positive ways in which they adapt. The mission of ENCAP is “to eliminate the causes of poverty by strengthening individuals, families, and communities through self-sufficiency initiatives in Douglas and Sarpy counties.”

As shown in the logic model below, ENCAP currently provides behavioral health, nutrition, family development, and transportation services. The logic model shows outputs and short-term outcomes as expected results of providing these services, as well as the resources needed to accomplish these outcomes. What an encouraging development a University of Nebraska at Omaha professor describes in a Midlands Voices essay today. UNO, she explains, is working with small-business owners in north Omaha to improve their computer and telecommunications skills.

As noted by Sajda Qureshi, an associate professor in UNO's College of Information Science and Technology, the project has benefited a variety of "microenterprises" in north Omaha. Among the different types of businesses helped: a delicatessen, tutoring services, a massage therapist, a cake decorator, a pet groomer, a modeling agency and a house for inmates re-entering society.

The health-care system in Omaha-Douglas County is on the verge of dramatic changes because of federal cutbacks, expanding cost-containment efforts, and an increasingly competitive medical market. As a result, problems are now arising because of increasing difficulties in providing health care to the poor.

Between March and May, 1965, 1112 families residing in nineteen census tracts in the City of Omaha were interviewed through the facilities of the Urban Studies Center of the Municipal University of Omaha with respect to various characteristics of their income, composition, and opinion as these items related to understanding the status of the econornica1ly underprivileged in their neighborhoods.
