How can a weaker ally, or ‘protégé’ coerce their stronger partner, or ‘patron’ for greater autonomy? My primary argument is that protégés have agency; they can and do coerce their patron. I ask two interrelated questions within this study. First, when can allied preferences diverge? Second, if allied disagreement is likely, how can a protégé coerce their patron for greater autonomy? I argue that protégés with insecure regimes can threaten their own collapse to get their patron to give into their demands. This research examines the effect of cruise missile possession on state behavior. Specifically, it seeks to determine if countries who possess cruise missiles are more likely to initiate a military threat, display, or use of force than countries who do not possess cruise missiles. Traditional International Relations theory suggests that, all else being equal, a state with an asymmetrical military advantage should enjoy concessions from target states, decreasing the likelihood of armed conflict. Accordingly, coercion theory warns the use of armed force to change adversarial behavior should be exercised sparingly. This article discusses the effect of US and international support for local laws to combat child trafficking in sub-Saharan African states. The annual ranking of African anti-trafficking measures, produced by the US State Department’s Office to Monitor and Combat Trafficking in Persons (OMCTP) in conjunction with the UN Office on Crime and Drugs, not only provides an important source of data but also creates a powerful incentive for African states to effect legislative change.
