The Doha Round: Comin' Allve?, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

May I first pay compliments to the leadership of the Asian Development Bank for hosting this seminar. Asia has a huge stake in the success of the WTO generally, and the Doha Round specifically, but not everyone realizes that. So seminars of this _ nature are terribly important in providing focus to the Doha Round, encouragement to the negotiators, and in building public support for this endeavor. Let's hope we can accomplish those objectives here in Osaka.

The Doha Round - 2004 Version, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Thank you, Sherman Katz. It is a pleasure always to participate in this CSIS Seminar, which is becoming an annual reunion for former USTRs. Trade is always on the front burner of world affairs, but that burner is especially hot at the moment! And it is as hot here in the U.S. as it is anywhere. So let's turn to the Doha Round of World Trade Organization (WTO) negotiations, and see where we stand.

The World Food And Agricultural Situation - A U.S. Perspective, Clayton K. Yeutter Jan 1999

The World Food And Agricultural Situation - A U.S. Perspective, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

It is a pleasure to be here in Minnesota at this year's Global Food and Agriculture Summit. And it is a special pleasure to share the podium today with lots of long-time friends, many of whom have forever been associated with American agriculture. would like to focus today on what kind of future might be ahead of us all as we contemplate the excitement of entering a new century. As we look back, we can only conclude that the 20th century was mighty exciting too, and assuredly challenging from an agricultural policy standpoint.

Policy Perspectives And Future Directions: A View From A Former U.S. Trade Representative, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Tom Donahue expressed very well where we as a nation and we as a world should go on the worker rights issue. I'm going to spend most of my time focusing on how we get there, if we really want to accomplish something. Many countries would prefer not to have worker rights in the GATT at all. When we went to Punta del Este in 1986 to begin the Uruguay Round, the United States was a minority of one in trying to get the worker rights issue on the agenda in any way, shape, or form.

Statement By Former U. S. Trade Representative Clayton Yeutter, Clayton K. Yeutter Jan 1993

Statement By Former U. S. Trade Representative Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

When the Uruguay Round was launched in 1986, those of us who were present expected it to be completed in four years. Regrettably it took seven. The delay reflects the turmoil and disruptions of a global recession, termination of the Cold War, and political turnover among some of the major trading nations. But persistence paid off, this very ambitious Round is now successfully concluded, and the world will be better off for it.

"Trade Reform, The Key To The Future Of U.S. Farming", Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I have been asked innumerable times why world agricultural trade reform is so important to U.S. farmers. Some of the people doing the asking are often afraid of what such reform might mean to U.S. agriculture. A question I occasionally ask back is, "What is there to fear?" If we are the efficient agricultural producers we say we are -- and I believe we are - then the Uruguay Round of the General Agreement on Tariffs and Trade (GATT) offers American farmers an unprecedented opportunity to gain market share in the growing world markets for food. American agriculture has not …

Remarks Prepared For Delivery By Secretary Of Agriculture Clayton Yeutter To The American Chamber Of Commerce, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Most Americans won't ever forget -- and I certainly won't -- the news photos taken of the destruction of the Berlin Wall. But even as this political wall was toppling, other walls were going up, ever higher, around the world. I am talking about economic walls -- the subsidies, import bans, price supports, and other policies - which are distorting, and threatening to destroy, the world's agricultural trade.

Remarks Prepared For Delivery By Clayton Yeutter Secretary Of Agriculture To The Chicago Farmers, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

It's a great pleasure for me to be back in Chicago, especially when it means seeing so many friends and acquaintances. I'd like to thank The Chicago Farmers for extending to me this invitation to talk with you today about America's agricultural future. As you know, Congress is struggling to resolve differences between their respective versions of the 1990 Farm Bill. What you may not know -- and what I'd like to discuss with you today -- is that in several notable instances neither version reflects what America's farmers have asked for, nor what America's farmers, as well as America's …

Remarks Prepared For Delivery To The Journal Of Commerce And The National Foreign Trade Council's Uruguay Round Conference By Secretary Of Agriculture Clayton Yeutier, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

It is time to quit pretending that supply management works as a farm income enhancement program. It may in the short run; it doesn't in the long run. It is time to stop pretending that protectionist trade policies help America's agriculture. They may in the short run; they don't in the long run.

Remarks Prepared For Delivery To The Organization For Economic Cooperation And Development Ministerial Meeting By U.S. Secretary Of Agriculture Clayton Yeuiter, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

This is a particularly important time for us to be gathering for this Ministerial meeting. The Uruguay Round of negotiations under the General Agreement on Tariffs and Trade (GATT) is entering a crucial period. It is imperative that the Organization for Economic Cooperation and Development (OECD) make a strong statement of support for freer and fairer trade in all fields, including agriculture. The nations of the world are looking to the OECD to clearly point the way toward an improved world trading system.

Remarks Prepared For Delivery To The International Office Of Epizootics By U.S. Secretary Of Agriculture Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

It is a pleasure for me to be with you today at the annual meeting of the International Office of Epizootics. I would first like to congratulate the recipients of your gold and silver awards, which I am sure are well-deserved. I also want to state how much the United States has appreciated the efforts of Director-General Blajan. Although we have only been a member of OlE since 1978, we have developed great respect for this organization. OlE is held in high regard throughout the world, and the firm and competent leadership of Dr. Blajan has been a major reason …

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

SEC. YEUTTER: Good morning, ladies and gentlemen, and welcome to this auspicious tree-planting ceremony. We're delighted to have you all here. That's quite a tree that we're going to be planting. I'm not sure we're going to get that job done with two shovels, but maybe that depends on how fast people shovel. At any rate, we'll give you some experience in that regard very shortly. As we begin the program, I'd like to spend just two minutes giving the essence of what the morning's activity is about. Then, I'll introduce some of our special guests here, and then, of …

Clayton Yeutter Secretary Of Agriculture Before The Senate Committee On Agriculture, Nutrition, And Forestry February 7, 1990, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Mr. Chairman and Members of the Committee, I welcome the invitation to appear today to discuss the 1990 Farm Bill. The making of farm policy in 1990 will be truly historic. The road that we take over the coming months will be vital to u.s. farmers, the American public, and, in fact, the world. As you know, we have been working very hard at the USDA and within the Administration for many months to develop proposals that we believe will best serve our nation's food and fiber industries and all Americans. Yesterday we unveiled our ideas. This morning, I would …

Remarks By The President At Swearing-In Ceremony Of Secretary Of Agriculture Clayton Yeutter, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

THE PRESIDENT: Thank you, Peter, and all the members of the Cabinet; the members of the United States Congress here; distinguished ambassadors and others. I've come over here today for the swearing-in of our Secretary. Clayton Yeutter is about to make an enduring commitment to this Department and I should acknowledge the fact that I think five of his predecessors are here today -- Democrats and Republicans which I think gives him an extraordinarily good send-off. There's a difference, you know, between involvement and commitment. You all know it. Remember the old farmer making eggs and bacon. The chicken is …

Thank you very much ladies and gentlemen. It's a marvelous privilege, pleasure and opportunity for me to be here this morning. As I look out over this audience I see a multitude of long-time friends and I am so pleased and gratified that all of you were willing to take time out of your hectic and demanding schedules to be here and share this occasion with us. I am not going to make any profound policy pronouncements this morning. I'd like to basically concentrate in my very short time with you on some comments about people.

The E.J. Faulker Lecture University Of Nebraska College Of Business Administration Lincoln, Nebraska, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I am pleased to be back home in Nebraska. It is a special honor for me to be chosen to deliver the prestigious E.J. Faulkner Lecture at my alma mater. In particular, I welcome this opportunity to speak to the students of the College of Business Administration because upon graduation many of you will take jobs that are directly linked to the international economy. . Even though the state of Nebraska is situated in the heartland of the united state and insulated by thousands of acres' of land, it is a major player in the global economy. We must educate …

Opening Statement Uruguay Round Mid-Term Review Montreal, Canada, Clayton K. Yeutter Jan 1988

Opening Statement Uruguay Round Mid-Term Review Montreal, Canada, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Mr. Chairman, fellow delegates. It has been two years since we met in Punta del Este, two years since leaders from around the world -- representing nations in all stages of economic development -- agreed to launch the Uruguay Round of multilateral trade negotiations. since then, our negotiators have been hard at work. They deserve not only credit, but also continuing encouragement. For what came out of the meeting in Punta del Este in September of 1986 was the most comprehensive and ambitious negotiating agenda ever put before the General Agreement on Tariffs and Trade.

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Thank you very much Chancellor Massengale. It's nice to be home. First of all to the graduates, I say to you, savor this day. You've earned it. You've had four great years here at the University of Nebraska. They should have been rewarding years, and I hope you'll imprint the good times indelibly in your minds. But next week--not today, not tomorrow--sit back and be a bit introspective about what these four years have meant to you.

Ambassador Clayton Yeutter United States Trade Representative April 20, 1987 The Shimoda Conference Oiso, Japan, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I am grateful to the Shimoda Conference for inviting me to address the issue of U.S.-Japanese trade. This is an important event, coming at a time when trade between our two countries is playing a more significant role in our overall relations than ever before. In some ways , individual trade issues are threatening to overshadow our long relationship as friends and allies. This must not be allowed to happen. Japan and the united States have too much at stake to let transitory problems come between us. We are the world's two largest free economies. We work together effectively to …

Ambassador Clayton Yeutter United States Trade Representative Forty-Third Session Of The Gatt Contracting Parties Geneva, Switzerland December 1, 1987, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I would like to speak to you this morning about the future of the world trading system. It seems appropriate, on the GATT's 40th birthday, to recognize its past achievements while also looking forward to its future-challenges. We must together develop a vision of the GATT that will serve the needs of the twenty-first century. Forty years ago, the legacy of a great depression and a world war was high import duties and restrictive quotas. World trade had shriveled. Recognizing this sorry state of affairs, concerned countries came together to establish a mechanism for reducing trade barriers and for carrying …

MR. YEUTTER: Thank you, Bruce.- That was a very gracious introduction and much appreciated. I must say to you and your associates and colleagues here at Brookings that you are deserving of commendations and accolades for putting on this kind of program. It is an important issue, and I am very pleased that you and your institution have focused on it.

Improving And Strengthening The Trade System, Clayton K. Yeutter Jan 1986

Improving And Strengthening The Trade System, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

The successful launching of a comprehensive round of negotiations will be the single, most important event in international trade this year. I urge our communique contain a vigorous, unequivocal endorsement for launching a new round with a comprehensive agenda, in September. Delegations in Geneva will go over the text of our communique very carefully, and they will judge our determination by both the tone and substance of our statement. We therefore must clearly set forth our desire to begin the new round, without delay.

Gatt Ministerial Meeting Punta Del Este, Uruguay, Clayton K. Yeutter Jan 1986

Gatt Ministerial Meeting Punta Del Este, Uruguay, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Mr. Chairman, fellow delegates, this week GATT faces an historic challenge. Our task is more difficult than any that has confronted world trade since the very creation of GATT in 1947. What we do in Punta del Este will determine whether GATT remains a functional, dynamic institution serving the interests of its members or declines into a static and passive association that is irrelevant to the needs of international trade.

Ambassador Clayton Yeutter United States Trade Representative Address To The World Economic Forum Geneva, Switzerland December 6, 1985, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I'm very pleased that e World Economic Forum has provided me with my first opportunity to address a European audience since becoming the United states Trade Representative on July 1. As you know, I had hoped to be here sooner, in September, but had to cancel that trip when President Reagan decided to take some tough new trade actions on September 7.

It's a pleasure to be here in Japan for my first major overseas trip since becoming U.S. Trade Representative on July 1. I have been hoping that my first major speech outside the United States would be in Japan. Thanks to the kind invitation of the Foreign Correspondents Club, that hope is now being realized.

The Outlook For U.S. Agriculture And Agribusiness, Clayton K. Yeutter Jan 1984

The Outlook For U.S. Agriculture And Agribusiness, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

Not since the 1930s have I been as concerned for the short term future of American agriculture as I am now. Last year's net farm income is estimated at only about $15.5 billion. In the aggregate, and in real term, that is the lowest it has been in decades. Fortunately, on a per capita or per farm basis the numbers are less depressing and, fortunately, they will begin to trend upward again in 1984. But it looks as if export tonnages will decline for the fourth year in a row, and farm land values may also decline for the fourth …

"Stock Index Futures At The Merc", Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

GOOD MORNING AND THANK YOU FOR INVITING ME TO ADDRESS THIS GROUP. LAST YEAR, WHEN I TALKED TO YOU AT THE SCIA ANNUAL MEETING IN BURGENSTOCK, I TOLD YOU OF THE DYNAMIC GROWTH THE FUTURES INDUSTRY WAS UNDERGOING. I AM HAPPY TO REPORT THAT THAT GROWTH CONTINUED IN 1983. THE CHICAGO MERCANTILE EXCHANGE HAD ITS SEVENTH CONSECUTIVE RECORD-BREAKING YEAR, TOPPING 1982 TRADING VOLUME BY MORE THAN 13 PER CENT. SINCE 1972 WE HAVE SEEN OUR ANNUAL VOLUME GROW FROM 4.5 MILLION CONTRACTS TO 38.1 MILLION CONTRACTS--A TRULY PHENOMENAL RECORD!

Canadian & American Agriculture: Competitors? Cooperators? Or Both?, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

It is a pleasure for me to be in Toronto, for the first time ever. My wife and I honeymooned in Canada 30 years ago, so every return trip to your beautiful country is a nostalgic experience. With an 80 cent exchange rate, we really ought to come back for another honeymoon in June and stay the rest of the year! Marshall Loeb, one of our outstanding business journalists, delivered a speech a couple of years ago in which he predicted the winning nations in international economic competition for the next decade or two. His top category encompassed only five …

Hedging Techniques For Agricultural Producers, Clayton K. Yeutter Jan 1981

Hedging Techniques For Agricultural Producers, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I am delighted to be here today talking about hedging and how it can be applied to the marketing strategies of agricultural producers in agriculture. It is good to have so much interest developing at the marketing end of agriculture, because it seems do me that too much attention has long been paid to production and too little to marketing. Even in the United States, which has developed perhaps the most sophisticated marketing techniques in the world, farmers are still too production oriented. Futures markets, where hedging techniques can be applied the best, are more than 100 years old in …

How The Imm Can Help Banks, Clayton K. Yeutter

Clayton K. Yeutter, U.S. Secretary of Agriculture Papers

I am very pleased to be in San Francisco. This is such a delightful city that I sometimes wish I were President of a San Francisco Commodity Exchange. But that would not be fair to Chicago, a truly great city, or to the Chicago Mercantile Exchange, an outstanding business and financial institution. I hope all of you will become exposed to them both. You will like what you see. The times they are a changin! And changin fast, everywhere. I head an Exchange that is several decades old and steeped in agricultural tradition. We' were once called the Butter and …
