This thesis explores the interconnectivity between language laws and regional identity, focusing on education, public health, and transnational systems. Through this case study of the Basque Country, the context and wording of the language laws in the subregions within the Basque Country are utilized to understand how they affect the usage and understanding of the Basque language, “Euskera.” Through this, the study is then focused on the Spanish autonomous community of the Basque Country to understand the effects of a minority language on educational systems, the COVID-19 Pandemic, and the connections to both the EU and the UN. This study analyzes the effects of COVID-19 on students at the University of Mississippi. For students, COVID-19 changed the landscape of education, with classes and jobs going online. Students who graduated in May 2020 entered a poor job market and many ended up going to graduate school instead of finding a job. Access to medical and professional help was limited at the very beginning, with offices not taking patients or moving appointments to virtual only. In recent years, there has been a dramatic spike in the number of adolescents that regularly use nicotine electronic cigarettes. As recently as 2019, a large outbreak of e- cigarette, or vaping, product use-associated lung injuries was observed in adolescents, leading many to question the safety of these devices, particularly when use by adolescents. In 1969, federal courts forced Mississippi to integrate public schools. Following, droves of white families moved out of Jackson for suburbs in nearby Madison and Rankin Counties. Today, the Jackson metro area is the most partisan segregated and among the top five racially segregated metro areas in the U.S. (Dottle, 2019). This thesis examines how Black residents in the Mississippi Delta claim and deploy agency and resiliency in a rural community context entrenched in a legacy of oppression. Black, low-income communities are implicitly labeled non-resilient when macro-level community capitals and resiliency literature are applied. However, I find that resiliency is culturally distinctive and oftentimes detected in ritual, daily processes in Black communities. This thesis rejects dominant narratives that Black communities in Mississippi are only poor, backwards, and lacking. It questions the assumption that dominant institutions have created inescapable boundaries for Black people in this region and challenges the notion that the …

The concept of acculturation has a long history, and measures of the construct attempt to assess the degree to which attitudes and behaviors reflect the interaction between different cultures. Berry’s acculturation framework (1997) is arguably the most empirically-supported and well-known model of acculturation. Berry’s model posits that an individual may have difficulty appropriately adapting to a culture different than his or her own depending on how much they are oriented to either culture. Private participation in the provision of public services is often promoted as a means to reducing production costs in the public sector. In this study, I test this result using a twelve-year panel dataset of 343 public school districts in Minnesota. The voting behavior of residents in the state’s House elections and school districts’ prior experience with contractors are used as instruments to control for the endogenous decision to outsource. The first stage results from fixed-effects two stage least squares (2SLS) regression show that the two instruments, population density and the number of school days increase the likelihood of outsourcing …

American Sign Language (ASL) is a manual language used by many deaf people in the United States and Canada. For much of its existence, ASL was believed to be a system of rudimentary gestures and signs based on the English language. Mississippi often has some of the highest rates of teenage pregnancy and sexually transmitted diseases and infections in the country. To combat this, the state uses abstinence-based sexual education in an attempt to discourage young people from having sex. I conducted 27 interviews and one focus group to talk with young men in the Mississippi Delta about their opinions on birth control. Using the social ecological model and self-efficacy framework, this thesis considers the influences on young men that shape their attitudes and behaviors regarding sexual health topics such as birth control. This dissertation develops and estimates a spatial autoregressive with autoregressive errors model of housing prices that accounts for both the endogeneity of spatially-lagged housing prices and local school quality measured by performance on state standardized tests. Two datasets are used from Boyertown, PA and Minneapolis, MN. Homes are spatially weighted against each other using a k nearest-neighbor approach. School quality is thought to be endogenous because unobserved neighborhood amenities in the error term of a hedonic regression are very likely positively correlated with local elementary, middle, and high school quality.
