What are the underlying motivations which may have an effect on voter turnout in Lexington? In June 2020 the nonprofit organization CivicLex conducted a round of online surveys of Lexington residents in order to gauge how to increase levels of civic knowledge and civic participation in Lexington. This project utilized this survey data, Census data, and 2020 election data to study the effects of age, engagement and trust in Lexington-Fayette Urban County Government, familiarity with their District Councilmember, and education on city council and presidential turnout. Broadband equity is at the forefront of today’s issues. Those that have the ability to access the internet regularly from home are given an opportunity to participate in countless social, work, and learning opportunities that those without access must forgo. It is difficult to determine where broadband infrastructure fails. Through this study of Lexington-Fayette Urban County, it was found that connection within Urban Service Boundaries is on par with national goals, while rural areas are left out. This paper contains a descriptive analysis of the overall broadband access equity of Lexington-Fayette county.

Since the 1980s US city governments have increased their use of more speculative means of financing economic redevelopment. This has involved experimenting with a variety of financial and taxation instruments as a way of growing their economies and redeveloping their built environments. This very general tendency, of course, masks how some cities have done well through the use of these instruments while others have not. KLB was formerly a city commission of Lexington- Fayette Urban County Government (LFUCG) but in the winter of 2020 to 2021 broke off to form their own independent non-profit by the same name. The United States is in the throes of an opioid epidemic. Any person who uses an opioid medication may experience an intentional or unintentional overdose. An overdose is more likely to occur when an individual ingests an opioid in combination with certain classes of medications, such as benzodiazepines or nonbenzodiazepines (Z-drugs). These medications are more likely to cause sedation and respiratory depression when taken together. Veterans, due to their unique mental and physical health challenges, are more likely to experience an overdose when they receive a combination of opioid therapy with benzodiazepine or Z-drug therapy as opposed to a single …

Every five years, Lexington-Fayette Urban County Government’s Planning Commission adopts a comprehensive plan detailing goals and objectives that guide the city’s land use planning. Maintaining the city’s urban service area and preserving its rural and agricultural areas are integral parts of this plan. Within the urban service area, land is zoned to permit various types of urban uses such as residential, commercial, and industrial use. A transplant house would operate in a manner similar to the Ronald McDonald House, meaning that it would house caregivers and patients who have been accepted into the UK transplant program. This dissertation investigates the role of annotative locative media in mediating experiences of place. The overarching impetus motivating this research is the need to bring to bear the theoretical and substantive concerns of cultural landscape studies on the development of a methodological framework for interrogating the ways in which annotative locative media reconfigure experiences of urban landscapes. This thesis is a case study analyzing how the Latino immigrant community in Lexington, Kentucky is responding to the national push for restrictive legislation. Based on interviews conducted throughout the summer and fall of 2012, I examine the relationship between federal policies and young undocumented immigrants in Lexington, Kentucky, a southern locale with a relatively small but growing foreign-born Latino community. Employing the notion of the included exclusion, I look at the newly implemented Deferred Action for Childhood Arrivals policy. This study looked to test parking utilization rates in the Linden Walk, Aylesford Place and Transylvania Park (300 Block) neighborhood, while also studying resident perceptions of parking. It was concluded that Transylvania Park’s Residential Permit Parking resulted in underutilization of parking, while Linden Walk and Aylesford Place’s free on-street parking resulted in overutilization of parking due to spillover from the University of Kentucky. The purpose of the study was to determine if Lexington-Fayette Urban County Government should invest the resources to conduct an official parking study of the aforementioned Lexington neighborhood.

This thesis explores the evolution of the Coldstream Research Campus, a high-tech research park operated by the University of Kentucky. Conceived of in the late 1980s and built in 1992, Coldstream was expected to become the „economic engine‟ of central Kentucky through the commercialization of applied scientific and technological research coming out of the university. Twenty years later, with Coldstream having failed to live up to expectations, the university initiated the process of updating the Coldstream Master Plan to incorporate a decided emphasis on the concept of sustainability. Compressed Natural Gas (CNG) is an alternative fuel source which could replace diesel as a fuel for municipal fleets. This paper seeks to examine the viability of CNG and its potential to power Lexington-Fayette Urban County Government’s fleet of waste removal trucks. This paper takes into account financial and environmental factors in determining CNG’s potential, but gives priority to financial considerations. The results of this analysis are mixed—under some future scenarios, compressed natural gas would be a favorable option for the fleet, but given other future scenarios, CNG would not be viable. Beginning with Fayette County’s first historic district in 1958, the process of assigning historic zoning status to qualifying neighborhoods was seen as a viable option for preserving local built cultural resources. More than a communicative symbol, H-1 districting limits dramatic exterior changes and the demolition of structures certified as contributing to the unique character of Lexington, KY. Guided by the Lexington-Fayette Urban County Government’s Division of Historic Preservation and Board of Architectural Review, the program currently encompasses 1,851 buildings over 14 districts.

For the first time in its history, the World Equestrian Games (WEG) will be held outside of Europe in 2010. Kentucky has won the bid to host the event at the Kentucky Horse Park (KHP) in Lexington. The games will last two weeks in the fall of2010 and organizers estimate ticket sales of 300,000, and over 1,000 athletes from 50 countries are expected to compete (Commonwealth of Kentucky).

The purpose of this research project is to evaluate the Dunbar Neighborhood Association’s ability of reducing crime for its residents. In November of 2002, a resident of Dunbar Neighborhood in Lexington, Kentucky established the Dunbar Neighborhood Association (DNA) to counter the perceived growing amount of criminal activity in her community. The DNA held monthly meetings and relayed information about perceived and known criminal activity to the Lexington-Fayette Urban County Police Department. In January of 2000, the Lexington-Fayette Urban County Government established a purchase of development rights (PDR) program as part of the comprehensive Rural Service Area Land Management Plan. The goal of the program is to purchase conservation easements on 50,000 acres of farmland and natural areas within the county by the year 2020. By purchasing the development rights of these lands, the program intends to preserve the agricultural and natural character of the county that development pressures otherwise threaten.

The Lexington Fayette County Urban League Senior Community Service Employment Program is a federally funded program designed to assist low-income senior citizens find unsubsidized employment. To accomplish this mission the SCSEP utilizes a number of activities in an effort to address barriers that inhibit successfully finding unsubsidized employment.
