Fort Stanwix National Monument, located in Rome, NY, is a historic park with a complex use history dating back to the early Colonial period and through the urban expansion and recent economic revitalization of the City of Rome. The goal of this study was to conduct a GPR investigation over an area approximately 1 acre in size to identify buried historic features (particularly buildings) so park management can preserve these resources and develop appropriate educational programming and management plans. The Appalachian Regional Commission (ARC) is a local, state, and federal partnership focused on economic development in the communities of the Appalachian Region. ARC Federal Co-Chairman Tim Thomas provides his perspective on how an economic development entity, such as ARC, can support efforts to address the Region’s drug crisis in a way that both saves lives and strengthens economic opportunity in communities throughout Appalachia.

The essays in this dissertation examine how political institutions affect economic development. In the first essay, I examine how executive control of the legislature shapes the time horizon of governing politicians and its effect on economic growth. The second essay examines how border changes over the past two centuries have provided different areas within modern countries with different institutional histories and how this affects the geographic concentration of economic activity. For the final essay, I examine whether elections have an effect on macroeconomic volatility when controlling for the democratic nature of the regime.

Ginning Up Economic Growth? Evaluating The Effects Of County-Level Alcohol Sales, Nathan Smith

The academic literature on the topic of legal alcohol sales is vast; from the effects on crime to population health outcomes. The economic development impact of alcohol sales, however, remains relatively unexplored. This research examines county-level data from the State of Arkansas between the years 2009 and 2014 in a cross-sectional time-series regression analysis to determine whether economic development benefits exist that can be attributed either directly or indirectly to legal alcohol sales. Ultimately, this study finds that alcohol sales are positively and significantly related with food service and accommodation employment as well as higher per capita personal income.

Like many other municipal governments, Lexington utilizes a web of partnerships to support economic development. These relationships take many forms; LFUCG employs grants, tax incentives for businesses, and contracts with other organizations. Unlike some of its peers, though, LFUCG does not have a strategic plan in place to drive decision-making processes and sharpen its focus on outcomes. This report sets the foundation for future strategic management efforts by identifying opportunities and weaknesses that might be addressed by LFUCG through an environmental scan and establishing a performance management framework for existing contractual economic development partners. Streetcars have made a comeback in cities in North American in the last several decades; there are now over 45 cities operating, building, or planning streetcars. The majority of these streetcars are viewed primarily as catalysts for economic development, rather than as a means of public transportation. However, the streetcar’s claim of promoting development is backed by surprisingly little evidence.

This thesis explores the evolution of the Coldstream Research Campus, a high-tech research park operated by the University of Kentucky. Conceived of in the late 1980s and built in 1992, Coldstream was expected to become the „economic engine‟ of central Kentucky through the commercialization of applied scientific and technological research coming out of the university. Twenty years later, with Coldstream having failed to live up to expectations, the university initiated the process of updating the Coldstream Master Plan to incorporate a decided emphasis on the concept of sustainability. This paper surveys economic research on the association between economic development and urban areas, links this summary to some important trends in economic outcomes in Appalachia in recent decades, highlights areas in need of future research on the role of urban areas as engines of economic development in Appalachia, and discusses what types of place-based policies might be effective to promote economic growth and development in the Appalachian region.
