Untested rape kits sit in crime labs, hospitals, evidence lockers, or storage facilities untouched. In the worst-case scenarios, rape kits have been thrown out of police storage before the statute of limitations had expired. A major public policy problem is developing as these kits stack up and create a backlog. The primary problem with the rape kit backlog is that all victims are not receiving justice. To solve the problem, the backlog of rape kits needs further exploration and analysis. If a pattern can be established about why the problem is occurring, then policies can be constructed and implemented to …

Since 2008, Arkansas has sought to dramatically increase the number of students participating in Advanced Placement (AP) classes. This program, which allows students to access college -level content while still enrolled in high school, has been linked to higher student achievement and attainment. This brief shares recent research from the Office for Education Policy investigating whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups in the state.

This report examines trends in Advanced Placement (AP) course-taking in Arkansas. The AP program allows students to access college-level content while still enrolled in high school. Using de-identified student-level data from 2015-16 to 2017-18 from the Arkansas Department of Education, this research investigates whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups throughout the state. How might we improve gifted and talented (G/T) identification by learning about the process in Arkansas (AR)? In this study, we examined the accuracy of the gifted identification process in AR by comparing the degree to which students who were academically talented in the top 5% on the 3 rd grade state assessment in reading and mathematics in AR were identified for G/T. Across five years of independent cohorts, we replicate the finding that roughly 30% of the students in the top 5% in both reading and mathematics on the 3 rd grade state assessment are not identified as G/T. …

The objective of this research lies within a community's effects upon, reactions to, and perceptions towards safety in their inhabited landscapes during various periods of the day. Through cognitive and spatial research, we can construct bridges between individuals' perceptions and reality. This study pertained to a student population sample and their views of public safety on the University of Arkansas campus in Fayetteville, Arkansas. On April 7, 1968, Governor Winthrop Rockefeller claimed that “Arkansas today stands at the threshold of leading the nation...for a better America,” The Republican Arkansas Governor spoke on the steps of the state capitol at a memorial for the beloved civil rights leader Martin Luther King, Jr. who had been assassinated three days earlier. Rockefeller’s claim that Arkansas could lead the nation came just two years after the Student Nonviolent Coordinating Committee (SNCC) formally ended its work in the state to improve racial equality. Globally, rice producers are faced with the temporal problem of deciding the optimal time to being rice harvest. When harvested, paddy rice is typically at a moisture content (HMC) between 15 and 22%. Upon delivery, the rice is subsequently dried by the mill to a moisture content (MC) of 12.5%. Riceland Foods Inc., the largest miller of rice in the world, uses a stair-step pricing model to charge farmers to dry in price/unit as the MC of grain decreases from a range of +22% to 13.5%. This research was conducted to evaluate where farmers and ranchers find political information and assess their political preferences. By conducting a survey of Arkansas farmers and ranchers we were able to determine that they prefer face to face interaction as a source of information by large margins. They typically consult friends, peers, and extension agents where appropriate. Depending on the type of political information they are seeking (information about candidates as opposed to information about policy topics), they often used other types of information sources such as the internet and broadcast media. Postsecondary education has become a popular option for students, as evidenced by increases in enrollment over the last two decades. However, while enrollment has increased, completion has not. It is therefore important to investigate the factors that could lead to students’ enrollment, persistence, and completion of college. This dissertation examines two broad topics over three chapters. Arkansas foodways in the late nineteenth century were defined by times of plenty and scarcity, need and connection, traditions and innovations. These components created a unique culture in which women through food exchange, were able to improve their standard of living. The years of plenty established in the antebellum era lay in stark contrast to the scarcity during the Civil War. What followed during the Progressive Era are fascinating histories of women employing their agency to empower and improve not only their lives but also future generations. In the Progressive Era, almost half of the U.S. states adopted the ballot initiative, the process by which citizens can petition to change their state’s laws or constitution independent of their state’s legislature. Many Progressives believed the initiative would have positive “educative effects” on voters, such as increasing voter turnout. Most studies show the Progressives’ hypothesis that the initiative would increase turnout was correct, but how and for whom the initiative increases turnout remains disputed.
