The State of the Northwest Arkansas Region Report is an annual publication, commissioned by the Northwest Arkansas Council, that serves as a tool for evaluating economic performance. In July 2018, the Northwest Arkansas Council created a new blueprint for development in which Northwest Arkansas is benchmarked with other contemporary, high-performing regions, namely Austin, Des Moines, Madison, Durham-Chapel Hill, Raleigh and Provo-Orem.

The 2022 report compares Northwest Arkansas with these geographies in gross domestic product, employment, unemployment, establishment growth, median household income, average annual wages, poverty, educational attainment, research and development, homeownership costs, commuting time, and average domestic airfares. In this brief, we assess the relationship between Arkansas’ school-level value-added content growth scores for student racial and programmatic groups. We find that on average, African American students receive lower growth scores than other student groups, and that African American elementary students demonstrated large drops in growth since COVID

This report examines student discipline in the Arkansas public schools. Using ten years of de-identified student- and infraction-level data from 2010-11 to 2019-20 provided by the Arkansas Department of Education, our research identifies trends and a number of key student outcomes related to student discipline in the Arkansas public schools. This work builds upon prior editions of this report.1 We assess compliance with recent legislation, passed in 2017, limiting suspensions and expulsions for elementary-aged students. Since 2008, Arkansas has sought to dramatically increase the number of students participating in Advanced Placement (AP) classes. This program, which allows students to access college -level content while still enrolled in high school, has been linked to higher student achievement and attainment. This report examines trends in Advanced Placement (AP) course-taking in Arkansas. The AP program allows students to access college-level content while still enrolled in high school. Using de-identified student-level data from 2015-16 to 2017-18 from the Arkansas Department of Education, this research investigates whether students who take AP courses demonstrate better college readiness and examines how these trends vary for different demographic and socioeconomic groups throughout the state. How might we improve gifted and talented (G/T) identification by learning about the process in Arkansas (AR)? In this study, we examined the accuracy of the gifted identification process in AR by comparing the degree to which students who were academically talented in the top 5% on the 3 rd grade state assessment in reading and mathematics in AR were identified for G/T. Across five years of independent cohorts, we replicate the finding that roughly 30% of the students in the top 5% in both reading and mathematics on the 3 rd grade state assessment are not identified as G/T. …

There have been widespread reports of an impending teacher shortage crisis in the U.S. for more than 30 years. In the U.S., there are claims of a widespread national shortage while research indicates teacher shortages are specific to certain subjects and schools. Part of the reason for the conflicting accounts is how shortage is identified and what information is used to assess it. In this study, we test whether a uniform teacher shortage exists across the state of Arkansas. National Board Certification is a voluntary process that, according to the National Board for Professional Teaching Standards, certifies that they “have developed and demonstrated the advanced knowledge, skills, and practices required of an outstanding educator.” Currently, National Board Certified (NBC) teachers in an Arkansas public school receive an annual bonus of $5,000 for up to 10 years. In this brief, we examine NBC in Arkansas and Senate Bill 555, which proposes the modification and enhancement of NBC incentive bonuses for teachers receiving certification after January 2018.

The proposed whitewater and mountain biking park at the old Lake Frances dam site will prove to be an important recreational amenity for the City of Siloam Springs and the Northwest Arkansas region. While it is not possible to effectively calculate the true value of the park as a regional amenity, this study provides estimates of the potential numbers of visitors to the park and their associated spending in Siloam Springs. These numbers will allow leaders at the City of Siloam Springs and the Walton Family Foundation to make informed decisions about the operations of such a park.
