Given the social history surrounding the issue of HIV/AIDS in the LGBTQ+ community and the unique and intersectional experiences that Latinx Men who have Sex Men (MSM) have in their community, this dissertation’s research will contribute to the growing work on sexual racism and how it correlates with various elements of behavioral health. In February 1995, the Costa-Hawkins Rental Housing Act (AB1164) was passed in California. Developed by two Democratic state policymakers, Senator Jim Costa and Assemblymember Phil Hawkins, the act encompassed both Senate Bill 1257 and Assembly Bill 1169 (Goldberg 2, 2018). The Costa-Hawkins Act was a vacancy decontrol legislation that overruled strict rent control measures in cities across California. In combination with rent control and Costa-Hawkins, the passage of the Ellis Act (1985) by state legislators further contributed to the affordable housing crisis. Hispanic/Latinx cultural competency is desperately needed in our child welfare system. Hispanic/Latinx is the largest population in the California foster care system, 48.6% of California’s total foster care population (Population Reference Bureau 2021). There is a lack of cultural competency in the workforce available to address their specific mental health needs. A particular need and opportunity for improvement in the foster care system would be a commitment by public providers to make cultural competency a foundational workforce requirement. Undocumented immigration has been a historically controversial political topic in the United States and is much discussed under the current Trump Administration. The Latinx population, specifically Mexican, has received much negative speculation under the current political platform. While past articles have suggested that prejudice and xenophobia may play a role in attitude and perception of immigration, not many articles look at whether ethnicity influences perception in relation to Haidt and Graham’s Moral Foundation Theory (MFT).
