The first edition of this book originated from research coordinated at the Ray C. Bliss Institute of Applied Politics in 1993. While it seems odd that a second edition would follow just two years later, we felt compelled to move in this direction for the following reasons: The 1994 midterm election had a dramatic impact on party politics, several of the conditions touched upon in the first volume have continued in the last two years, and the debate over the precise role of parties in American politics has taken on a new quality.
