In this paper we compare recent efforts towards the constitutionalization of the right to water in Brazil, Colombia, and Peru to understand the opportunities and limitations related to the attempts to enhance access to piped water to the highest normative level. Peru passed a constitutional amendment in 2017 while Brazil and Colombia have seen much right-to-water activism but have not succeeded in passing such reforms. We explore the role of the existing domestic legal frameworks on drinkable water provision and water management towards the approval of constitutional amendments. We tested whether social signal processing in more traditional, head-restrained contexts is representative of the putative natural analog – social communication – by comparing responses to vocalizations within individual neurons in marmoset prefrontal cortex (PFC) across a series of behavioral contexts ranging from traditional to naturalistic. Although vocalization responsive neurons were evident in all contexts, cross-context consistency was notably limited. A response to these social signals when subjects were head-restrained was not predictive of a comparable neural response to the identical vocalizations during natural communication, even within the same neuron. Jordan's Public Policy Response To Covid-19 Pandemic: Insight And Policy Analysis, Wa’Ed Alshoubaki, Michael Harris

The aim of this study was to gain an understanding of how the Jordanian government has responded and continues to respond to the COVID-19 pandemic. It utilizes the interpretive policy analysis approach through document analysis. The analysis showed that Jordan created social protection policies to assist people who lost their jobs or whose work was suspended due to the coronavirus. The economic policies build solidarity and facilitate the private sector’s recovery. The health care measures firmly applied included lockdown, wearing masks, and restrictions on gatherings and public events. This paper answers the question: has the Colombian Congress been effective at addressing relevant water conflicts and making them visible? While courts and social movements have been key for the advancement of social rights in Latin America, the role of legislators remains unclear. We conduct content analysis of all water-related bills, proposed bills, and constitutional amendments filed in Colombia from 1991 to 2020; we also analyzed Congress hearings of political control related to water, and the statutes of political parties who hold majority of seats in Congress; we also conducted interviews with key actors on water governance in Colombia. The Global Compact for Safe, Orderly, and Regular Migration (GCM) was founded based on the New York Declaration for Refugees and Migrants to address the immigrants' needs and hosting states' responsibilities. This study aims to better understand how GCM became part of the global public policy agenda and was formulated through the interactions of three main streams to create "the window of opportunity."
