The Impacts Of Land Use And Land Cover Change On Water Quality In The Big Sioux River: 2007-2016, Dinesh Shrestha

Between 2006 and 2012, conversion of 485,000 acres of grassland to cropland in eastern South Dakota was reported. In 2012, the Big Sioux River (BSR) running through most of eastern South Dakota was listed among the dirtiest rivers in the nation. This rating convinced state authorities to study trends of land cover changes in the BSR watershed and its association with BSR water quality with respect to increases in nitrate levels. The Federal Agricultural Improvement and Reform Act (FAIR) of reinforced the Federal government's commitment to environmental aspects of farm policy that received major attention in 1985 legislation and reinforcement in 1990. All three pieces of legislation placed emphasis on incentive and cost-share policies to reduce adverse soil and water effects of farming practices. A major initiative under FAIR is the Environmental Quality Incentives Program (EQIP), for which $1.3 billion is authorized over 7 years to provide cost-share or incentive payment contracts with crop and livestock producers for environmental and conservation improvements (Young and Shields, 1996). The purpose of this project was to determine key environmental and economic relationships between agricultural practices and wetlands in the Prairie Pothole Region (PPR) of eastern South Dakota. Water quality and water quantity variables were the key environmental parameters examined. Economic cost and returns by farm management system and wetland proximity were the key economic parameters. The three farm management systems examined were conventional (CON) transitional no-till (TNT), and organic (ORG). The TNT and CON management systems used synthetic fertilizers and chemical pesticides. The ORG system used no synthetic fertilizers and generally no chemical pesticides. Farmers are becoming increasingly aware of the environmental consequences of farming practices that have become "conventional" over the last 30 to 40 years. As agricultural producers, they are expressing concern about erosion, ground water contamination, and personal health considerations from chemical use. At the same time, farmers are concerned about the economic viability of their operations. Farmers cannot afford to sacrifice net farm income in order to meet stricter environmental regulations. A software package named Planetor has been developed that can be used to examine the interrelationships between economic sustainability and environmental safety.
