Historical explorations of tropical heat in a colonial context have largely focussed on two interconnected spheres: colonial perceptions of place and body or, the implications of heat on different bodies in medical thought and practice. This paper seeks to move the discussion towards a history of colonial scientific thought about heat as component of weather and of escalating nature-induced hazards, studied in the observatory or meteorological department. A central theme is to think about heat in its relationship to nascent meso-scale atmospheric knowledge, meteorological theory and, as a by-product of urbanisation and land-use change. Forest Structure And Composition Alleviate Human Thermal Stress, Loïc Gillerot, Dries Landuyt, Rachel Oh, Winston T. L. Chow, Et Al

Current climate change aggravates human health hazards posed by heat stress. Forests can locally mitigate this by acting as strong thermal buffers, yet potential mediation by forest ecological characteristics remains underexplored. We report over 14 months of hourly microclimate data from 131 forest plots across four European countries and compare these to open-field controls using physiologically equivalent temperature (PET) to reflect human thermal perception. Forests slightly tempered cold extremes, but the strongest buffering occurred under very hot conditions (PET >35°C), where forests reduced strong to extreme heat stress day occurrence by 84.1%. Harmonized Gap-Filled Datasets From 20 Urban Flux Tower Sites, Matthew Lipson, Sue Grimmond, Martin Best, Winston T. L. Chow

A total of 20 urban neighbourhood-scale eddy covariance flux tower datasets are made openly available after being harmonized to create a 50 site–year collection with broad diversity in climate and urban surface characteristics. Variables needed as inputs for land surface models (incoming radiation, temperature, humidity, air pressure, wind and precipitation) are quality controlled, gap-filled and prepended with 10 years of reanalysis-derived local data, enabling an extended spin up to equilibrate models with local climate conditions. For both gap filling and spin up, ERA5 reanalysis meteorological data are bias corrected using tower-based observations, accounting for diurnal, seasonal and local urban effects …

In recent years, urban planners and designers are paying greater attention to Outdoor Thermal Comfort (OTC) studies due to the imminent threat of the Urban Heat Island and climate change on human health. Historically, indoor thermal comfort research assumed steady-state conditions, centralizing on the concept of thermal neutrality to determine optimal environmental parameters. Such research pivoted to investigating how non-steady-state, transient environmental conditions influence comfort. Modifying urban morphology, defined as mass, density, and orientation of building stock in cities, are well-known heat mitigation strategies addressing urban heat islands (UHI) at various scales and consequent thermal discomfort. However, varying morphological aspects may have divergent effects on Outdoor Thermal Comfort (OTC) in cities. In Phoenix, Arizona last year, the local high temperature topped 100 degrees Fahrenheit on 145 days, a new record. Of those 145, 53 days saw top temperatures above 110 and 14 days exceeded 115 – also new peaks. Taken together, these numbers strongly suggest that to live out 2020 in Phoenix was to inhabit an environment sliding towards a painful, and perhaps even hellish, new baseline. Of course, numbers are known to occlude at least as much as they reveal. We explore the effect of individual perceptions of climate anomalies on collective action within a context of environmental complexity and uncertainty. To do so, we construct two competing propositions that are theoretically robust but with very different real-world implications. Our first proposition suggests that collective action to adapt to climate change is likely to be more effective when perceptions of climate anomalies converge within a community. Our second proposition suggests the opposite: that convergence is likely to hinder adaptation behaviour. Urban blight has been found to cause a variety of problems, including negatively affecting the value of surrounding properties and increasing neighborhood crime rates. If the same externalities that give rise to urban sprawl also contribute to urban blight, as is suggested by Brueckner and Helsley (2011), city center vacancy rates-an indication of blight-would increase with the extent of urban sprawl. This study adds to the sparse literature on the empirical relationship between urban sprawl and blight by finding that the city-center census tract vacancy rate is higher in more sprawling cities. Without securing trust from the populace whose information is being collected, analyzed, and deployed, policies on which such data are based will be undermined by a lack of public confidence. Many coastal cities regulate shipping emissions within their jurisdictions. However, the transboundary nature of air pollution makes such efforts largely ineffective unless they are accompanied by reciprocal, legally-binding regulatory agreements with neighbouring cities. Due to various technical, economic, and institutional barriers, it has thus far been difficult to isolate the effects of legally-binding cross-border cooperation on vessel emissions at the city-level. We exploit the unique administrative characteristics of Hong Kong and its relationship with neighbouring cities in China's Pearl River Delta to isolate the effect of legally-binding cross-border cooperation. Digital resources—which include devices, internet connection and digital literacy—have become basic needs. Thus with the global COVID-19 pandemic having accelerated digitalization, the urgency for universal digital inclusion has hastened. Otherwise, digital inequality will lead to social inequality and impede social mobility. The latest report from the UN’s Intergovernmental Panel on Climate Change (IPCC) looks at the impacts, adaptation and vulnerabilities associated with the climate crisis, and we are three of the 270 scientists and researchers who wrote it. In Los Angeles, water managers and environmentalist NGOs champion green infrastructure retrofits, installations intended to maximize the water-absorbing capacity of the urban landscape. In such arrangements, the work of water management is necessarily spread among a more-than-human community, including (but certainly not limited to) humans, plants, soils, and gravels. This article analyzes the human labor within these collaborations, tracking when and how this work gets enrolled in networks of water management and circuits of value. I develop the term ecosystem duties to characterize these exertions and as a useful analytic for assessing emergent dynamics of environmental justice.

Valued Waste/Wasted Value: Waste, Value And The Labour Process In Electronic Waste Recycling In Singapore And Malaysia, Aidan Marc Wong

This paper focuses on value creation in electronic waste, and supports the argument (c.f. Herod et al., 2014) that 'waste' embodies congealed labour - the product of the labour process. This analysis of itinerant rag-and-bone collectors demonstrates that value creation by informal labour accrues as congealed labour in recycled e-waste through the agentic acts of collecting, salvaging and extracting. This paper highlights the central role of informal labour in this labour process and pushes further the conceptualisation of 'wasted labour' (McGrath-Champ et al., 2015) by calling for greater attention to the agentic nature of labour in value creation, rather than …

In all cities and urban areas, the risk faced by people and assets from hazards associated with climate change has increased (high confidence1 ). Urban areas are now home to 4.2 billion people, the majority of the world’s population.
