Where The Cathedrals And Bazaars Are: An Index Of Open Source Software Activity And Potential, Douglas Noonan, Paul Baker, Art Seavey, Nathan Moon

This article presents a framework to measure activity and potential for open source software development and use at a country level. The framework draws on interviews with experts in the open source software industry and numerous existing studies in the literature to identify relevant indicators. Several indices of diverse variable lists and weighting and aggregation methods were developed and tested for robustness. The results provide a first step toward more systematically understanding the current state of open source software internationally.

This paper analyzes the ability of intrastate and interstate cooperative agreements to either minimize or capitalize on interjurisdictional externalities. These agreements are commonly referred to as compacts or joint powers agreements (intrastate compacts). The compact mechanism allows regional governments to enter into contractual agreements with one another to coordinate policy choices and to engage in cooperative endeavors. Given the inter-jurisdictional nature of the issues that affect horizontally situated governments, this mechanism is a powerful tool to achieve welfare-enhancing outcomes for citizens.

Cellular networks and telecommunications bring radical changes to the way telecom businesses are conducted. Purpose – The purpose of this paper is to highlight how the open-source bibliographic management program Zotero harnesses Web 2.0 features to make library resources more accessible to casual users without sacrificing advanced features. This reduces the barriers understanding library resources and provides additional functionality when organizing information resources.
Design/methodology/approach – The paper reviews select aspects of the program to illustrate how it can be used by patrons and information professionals, and why information professionals should be aware of it.
