Le chapitre 5 propose une analyse des positions des syndicats, des organisations partonales et des nouveaux mouvements sociaux dans le cadre du fédéralisme belge. K. Vandaele et M. Hooghe observent que dans une société consociationnelle comme la Belgique, le néo-corporatisme rythme la vie socio-économique et, par là même, politique. En effet, suite à la concertation socio-économique, les partenaires sociaux présentent leurs projets d’accord aux gouvernements concernés. À l’inverse, en cas d’échec des négociations, les exécutifs doivent prendre le relais et alors proposer un compromis pouvant satisfaire syndicats et patronat.
