Do Not Take Peace For Granted: Adam Smith's Warning On The Relation Between Commerce And War, Maria Pia Paganelli, R. Schumacher

Is trade a promoter of peace? Adam Smith, one of the earliest defenders of trade, worries that commerce may instigate some perverse incentives, encouraging wars. The wealth that commerce generates decreases the relative cost of wars, increases the ability to finance wars through debts, which decreases their perceived cost, and increases the willingness of commercial interests to use wars to extend their markets, increasing the number and prolonging the length of wars. Smith, therefore, cannot assume that trade would yield a peaceful world. While defending and promoting trade, Smith warns us not to take peace for granted.

Markets and marketing are integral to human welfare and survival. When used however for the purposes of war and other systemically violent conflict, they can be devastating and pose an existential threat to humanity. Drawing on experience in war-ravaged and recovering economies, the author examines a stream of research on marketing systems disrupted or destroyed by war. From the latter brand of scholarship, good governance is a necessary requirement for sustainable peace. This essay, written in Japanese, is an attempt to construct an integrated framework for analyzing and engaging multi-faceted meanings of history that correspond to different communal experiences of social conflict. The concept of conflict history is introduced to describe a worldview of a conflict party in search of a coherent explanation of the conflict’s origin, evolution, and significance. This article examines the development of tourism in West Belfast, Northern Ireland, and explores the extent to which tourism builds peace or reproduces processes of past conflict. Data were collected through semistructured interviews with tour managers and tour guides that include West Belfast in their itineraries and participant observations of tours conducted in West Belfast in the summer of 2007. The findings from this data suggest that while tourism there is reproducing some processes of past conflict, particularly territoriality, it has the potential to build cross-community relationships.

In this decade of China's self-strengthening, Western Realists seem to be seeing dragons again. Not so their geoeconomic counterparts. They see only markets.
