This study examines the educational persistence of women of African descent (WOAD) in pursuit of a doctorate degree at universities in the southeastern United States. WOAD are women of African ancestry born outside the African continent. These women are heirs to an inner dogged determination and spirit to survive despite all odds (Pulliam, 2003, p. 337).This study used Ellis’s (1997) Three Stages for Graduate Student Development as the conceptual framework to examine the persistent strategies used by these women to persist to the completion of their studies.

This study examined the unique and combined associations of homelessness and school mobility with educational well-being indicators, as well as the mediating effect of absenteeism, for an entire cohort of third-grade students in Philadelphia. Using integrated archival administrative data from the public school district and the municipal Office of Supportive Housing, multilevel linear models were estimated to test these associations while adjusting for nesting of students within schools. Findings demonstrated that homelessness had a unique association with problems in classroom engagement, school mobility was uniquely related to both academic achievement and problems in classroom engagement, and experiencing both homelessness and …

This fact has not gone unnoticed by researchers, who have made numerous attempts to identify the underlying structural determinants of homelessness by modeling inter-community variation in the rate of homelessness as a function of community-level variables. Residential segregation has important implications for social mobility, namely through achievement gap by neighborhoods. The endeavor to unravel processes leading to residential segregation can benefit from empirical analysis of housing submarkets. This paper discusses how spatial analysis of housing submarkets might be useful in exploring patterns and processes of residential segregation. As a case study, housing submarkets in St. Louis and Cincinnati are empirically delineated using fuzzy clustering, and differences in spatial pattern of residential segregation in these two metropoiltan areas are discussed.

Between 2007 and 2011, the U.S. Department of Housing and Urban Development (HUD) has released an annual report on the extent of homelessness in the United States—the Annual Homeless Assessment Report (AHAR). The report documents how many people are using shelter programs for homeless people, and how many people are in unsheltered locations that are often called “the streets.” The AHAR is delivered each year to the U.S. Congress, and its contents are used to inform Federal, State, and local policies to prevent and end homelessness. Nonpunctuated And Sweeping Policy Change: Bhutan Tobacco Policy Making From 1991 To 2009, Michael S. Givel

This paper examines policy outputs associated with the 2004 Bhutan antitobacco law, including 2009 amendments, to determine if the law is congruent with punctuated equilibrium or social policy realism theories of policy change. There was no direct and sudden tobacco policy output change in Bhutan due to a shock to the policy system contrary to what punctuated equilibrium theory would predict. Rather, policy change was sweeping but nonpunctuated. This paper reconfirms prior findings of social policy realism theory that various and complex policy output patterns occur due to a mixture of contingent and complex factors. Es probablemente este último el más significativo porque tiene varias razones, todas ellas justificables técnicamente. Cada uno de los casos de diferimiento fueron producto de los siguientes elementos: la renegociación del contrato que produjo un importante lucro cesante, la inconclusión de las obras de infraestructura vial generó problemas en la ruta crítica, porque todas ellas están enlazadas y, este último diferimiento tuvo mucho que ver el importante componente político-electoral.
