The Peoples’ Plan is a strategic action plan for the recovery of the 9th Ward. We’ve created it based on conversations with residents – some struggling to return home, others intent on remaining in a neighborhood that has always been there own. The Peoples’ Plan provides a thorough assessment of what must be done to provide recovery in one of the hardest hit areas of the City, and provides a recovery model for all badly flooded areas. Japan’s civil society is being transformed as more people volunteer for advocacy and professional nonprofit organizations. In the American context, this trend has been accompanied by a decline in participation in traditional organizations. Does the rise in new types of nonprofit groups herald a decline of traditional volunteering in Japan? This article argues that while changes in civil rights, political opportunity structure, and technology have also taken place in Japan, they have contributed to the rise of new groups without causing traditional organizations to decline, because Japanese attitudes about civic responsibility have continued to support traditional volunteering.

Watershed land and hydrology are resources that are very important in agricultural development. Adequate and proper land use planning and management of these resources is of ultimate importance in sustainable development. In this study remote sensing and Geographic Information System (GIS) techniques were used to generate information on the current status and utilization potentials of the Kubili watershed and generate local specific micro watershed development plans for the area. Varying degrees of regulation have been sought to respond to compelling public safety needs: more recently, modern environmental law system was derived from public conflicts over siting of an energy plant. While the greater urban density offers reduced per-capita energy consumption rates, contemporary urban revitalization has brought a greater amount of people into closer contact with their energy sources. Politics and Volunteering begins by painting a portrait of volunteering in Japan, and demonstrates that our current understandings of civil society have been based implicitly on a U.S. model that does not adequately consider participation patterns found in other parts of the world. The book develops a theory of civic participation that, incorporates citizen attitudes about governmental and individual responsibility, with societal and governmental practices that support (or hinder) volunteer participation. This theory is tested using cross-national and sub-national statistical analysis, and it is refined through detailed case studies of volunteering in three Japanese cities. Using Fuzzy Clustering Methods For Delineating Urban Housing Submarkets, Sungsoon Hwang

This study investigates whether a fuzzy clustering method is of any practical value in delineating urban housing submarkets relative to clustering methods based on classic (or crisp) set theory. A fuzzy c-means algorithm is applied to obtain fuzzy set membership degree of census tracts to housing submarkets defined within a metropolitan area. Issues of choosing algorithm parameters are discussed on the basis of applying fuzzy clustering to 85 metropolitan areas in the U.S. The comparison between results of fuzzy clustering and those of crisp set counterpart shows that fuzzy clustering yields statistically more desirable clusters.

This paper discusses the annual Elvis Revival Festival in the small town of Parkes, 350 km to the west of Sydney, in rural Australia. It explores the way in which a remote place with few economic prospects has created a tourism product, and subsequently captured national publicity, through a festival based around commemoration of the birthday of Elvis Presley, a performer who had never visited Australia, and certainly not Parkes. This article explores the connections between New Orleans’s late 20th-century tourism representations and the mainstream media coverage and national images of the city immediately following Hurricane Katrina. It pays particular attention to the ways that race and class are employed in both instances to create and perpetuate a distorted sense of place that ignore the historical and contemporary realities of the city’s African American population.

The process of creating public spaces has been one of defining what constitutes public activities and how they can occur. This was as true for the sidewalks as for spaces such as the roadbed, parks and markets. The sidewalks in the late nineteenth and early twentieth centuries were used for commercial, political and social activities. Overview The smart growth movement aims to combat urban and suburban sprawl by promoting livable communities based on pedestrian scale, diverse populations, and mixed land use. But, as this book documents, smart growth has largely failed to address issues of social equity and environmental justice. Smart growth sometimes results in gentrification and displacement of low- and moderate-income families in existing neighborhoods, or transportation policies that isolate low-income populations. Before public libraries became common in the United States, both elite and striving men sought out social libraries to read business newspapers, attend lectures, appreciate art and good company, and generally learn or relish in respectability. For single male clerks living in rented rooms, the library served as a crucial "third place," away from home and work, where sociability and education could flourish.
