There are strong reasons to believe that public policy affects the prevalence and success of entrepreneurial firms, and there is consensus in the literature that high-growth firms (HGFs), a specific subset of entrepreneurial firms that have a propensity to be employment generators in the economy, contribute significantly to employment growth (see, for example, Acs & Mueller, 2008; Acs, Parsons, & Tracy, 2008; Birch & Medoff, 1994; Choi, Robertson, & Rupasingha, 2013, Clayton, Sadeghi, Spletzer, & Talan, 2013; Kirchhoff, 1994; Mason & Brown, 2013; Stangler, 2010; Thurik, 2009). In the sunset of the 1990s and beginning of the Millennium, historic designation of properties has become an important tool increasingly used to preserve cultural heritage, revive central-city neighborhoods, and stimulate community economic development. The Ohio New Establishment Dynamics (O-NED) data set tracks the number of establishments that first started employing people between the second quarter of 1997 and the first quarter of 2008 and measures the employment and payroll data for these new establishments. O-NED enables researchers to measure the growth trends of cohorts of new establishments for up to 5 years after the cohort’s birth. These data are the first publicly available data that document the growth rates of new establishments at the substate level. The finest unit of geography O-NED measures is a county.
