Measuring Walking And Cycling Using The Pabs (Pedestrian And Bicycling Survey) Approach: A Low-Cost Survey Method For Local Communities, Ann Forsyth

Mineta Transportation Institute Publications

To tackle the problems of greenhouse gas emissions, traffic congestion, resident quality of life, and public health concerns, communities are using initiatives to spur more walking and cycling. As local governments face hard choices about which programs to fund, decision makers, planners, and residents seek to understand if proposed policies to increase bicycling and walking—modes referred to as “active travel”— actually work. However, most communities have unreliable means to know how many active travel trips occur in their jurisdictions, let alone how the numbers may change over time. This project developed a low-budget survey method and related sampling strategy for …

Suicides on rail systems constitute a significant social concern. Reports in local media, whether in newspapers, television, or radio, have brought awareness to this very sensitive and personal subject. This is also true for the San Francisco Bay Area. These events also cause severe trauma for the train operators and staff of the system as well as disruption and cost to society. The overall objective of this project was to conduct a pilot study to identify possible patterns in suicides associated with urban commuter rail systems in California. The Caltrain commuter rail system in the San Francisco Bay Area was …

From Buses To Brt: Case Studies Of Incremental Brt Projects In North America, Mti Report 09-13, John Niles, Lisa Callaghan Jerram

Mineta Transportation Institute Publications

Bus Rapid Transit (BRT) uses different combinations of techniques to improve service, such as bus-only lanes and roads, pre-boarding fare collection, transit priority at traffic signals, stylish vehicles with extra doors, bus stops that are more like light rail stations, and high frequency service. This study examines five approaches to BRT systems as implemented by public transit agencies in California, Oregon, and Ontario. The case studies as a group show that BRT can be thought of as a discretionary combination of elements that can be assembled in many different combinations over time. Every element incrementally adds to the quality or …

Emergency Management Training And Exercises For Transportation Agency Operations, Mti Report 09-17, Frances L. Edwards, Daniel C. Goodrich

Mineta Transportation Institute Publications

Training and exercises are an important part of emergency management. Plans are developed based on threat assessment, but they are not useful unless staff members are trained on how to use the plan, and then practice that training. Exercises are also essential for ensuring that the plan is effective, and outcomes from exercises are used to improve the plan. Exercises have been an important part of gauging the preparedness of response organizations since Civil Defense days when full-scale exercises often included the community. Today there are various types of exercises that can be used to evaluate the preparedness of public …

Public involvement in alerting officials of suspicious and potentially harmful activity is critical to the overall security of a transit system. As part of an effort to get passengers and the public involved, many transit agencies have security awareness campaigns. The objective of this research is to learn how transit agencies seek to make security awareness campaigns effective and explore how they measure the effectiveness of such campaigns, if at all. This research project includes data from case studies of five major agencies that provide transit service in the San Francisco Bay Area region. The case study data are comprised …

Barriers To Using Fixed-Route Public Transit For Older Adults, Mti Report 09-16, Michael D. Peck Jun 2010

Barriers To Using Fixed-Route Public Transit For Older Adults, Mti Report 09-16, Michael D. Peck

Mineta Transportation Institute Publications

For older adults, unmet transportation needs are linked to reduced well-being (Cvitkovich and Wister 2001). Current research indicates that, as a society, we are ill-prepared to provide adequate transit for the growing increasing population of older adults (Millar, 2005). Although public transit is available for many older adults, actual and perceived barriers prohibit its use. Thus, the research presented here examines what do older persons perceive as barriers to using fixed-route public transit? Four focus groups were conducted with older adults in order to gain insights into what they perceive as barriers to use of fixed route transit. Findings from …

Mineta Transportation Institute Publications

On August 26, 1995, the Saturday of the final and busiest weekend of France’s summer holiday season, terrorists attempted to derail the TGV (Train à Grande Vitesse) between Lyon and Paris by planting a bomb. Fortunately, their crude triggering mechanism failed to detonate the bomb, and subsequent analysis indicates that even had the bomb gone off, the explosion would not have derailed the train. The TGV episode, one of a continuing series of case studies by the Mineta Transportation Institute, points to a continuing problem: Since 1995, terrorists have attempted to derail trains on at least 144 occasions. Because of …

In a short 40 years from today, the population of California is projected to swell to 60 million people, nearly double of that in 2000. We already know how overwhelmed our transportation system is in 2010-so what will we do in the meantime not only to increase accessibility to roads and public transportation, but also to maintain the infrastructure already in place? Who should pay-states, the federal government, or users? Who will decide what is needed and where it will go? Why are we already having so much difficulty locating transportation funding? The Mineta Transportation Institute, along with the Commonwealth …

A Case Study Of Enterprise Historic Resources Information Management In Large Transportation Agencies, Mti Report 09-06, Eric E. Ingbar

Mineta Transportation Institute Publications

Historic resources are in some way managed by every transportation agency in the nation. Transportation agencies manage historic and prehistoric archaeological sites, buildings, structures, objects, routes, landscapes, and districts to prevent damage to such resources and to mitigate damage when it is unavoidable. In order to track known resources, transportation agencies often keep local files in a variety of forms, rely upon external sources of information (e.g., historic preservation agencies at the state level), and depend upon staff expertise gained by years of local work. Starting in 1997, Caltrans started a series of surveys of rural rights of way in …
