Recognizing the traumatic experience of being forced to move and losing community, this plan reflects the hopes of community members who seek to rebuild their lives in a new place. The East Portland Pilot Plan applies the urban planning practice of placemaking as a transformative intervention for addressing challenges and stabilizing the Black community in East Portland. This plan also emerges at a critical time, as existing city plans for East Portland indicate significant future public investment and development.

Urban growth boundaries are intended to encourage more development within the existing developed areas and save rural lands from urban sprawl. If this is true, why are there so many large areas of vacant land in the very heart of Portland? It is very likely that these vacant parcels of land are associated with the term "brownfields."
Brownfields are properties where expansion or development is complicated by real or perceived environmental contamination on the site. The Lents Neighborhood of Portland, Oregon aspires to reclaim its identity and renew its economic vitality. Construction of the 1-205 freeway in the mid-1970's physically divided it and disrupted its sense of community. From December 1994 through March 1995, the D2T2M consulting group took a serious look at the future of Civic Stadium and its position in the regional community. This study was prepared for the Portland Metropolitan Sports Authority.
In an effort to develop a series of alternative scenarios on the future of Civic Stadium the group conducted an exhaustive series of interviews and a national data search. These interviews included financial experts, event promoters, current tenants, city and regional officials, stadium experts, concerned citizens and others.
