Background. Hispanics diagnosed with cutaneous melanoma are more likely to present at advanced stages but the reasons for this are unknown. We identify census tracts at high risk for late stage melanoma diagnosis (LSMD) and examine the contextual predictors of LSMD in California, Texas, and Florida. Methods. We conducted a cross-sectional study using geocoded state cancer registry data. Using hierarchical multilevel logistic regression models we estimated ORs and 95% confidence intervals for the impact of socioeconomic, Hispanic ethnic concentration, index of dissimilarity, and health resource availability measures on LSMD. Residential Segregation In Norfolk, Virginia: How The Federal Government Reinforced Racial Division In A Southern City, 1914-1959, Kevin Lang Ringelstein

This thesis examines how Norfolk, Virginia maintained residential segregation between the years 1914, when the city passed its first segregation ordinance, and 1959, when it received the All-America City Award for its massive slum clearance projects. By focusing on federal government initiatives in Norfolk, it shows that Norfolk’s leaders used the federal government’s assistance to map, analyze, and remove the city’s African American slums. Ultimately, it highlights the central role the federal government played in perpetuating residential segregation in Norfolk and how it opened a space for Norfolk’s leaders to act on their prejudice.

The intent of this dissertation is to examine the state of representation and segregation among African American women across the workforce at the United States Department of Commerce. This study employs a triangulated research design to examine the relationship between elements of strategic planning and the employment patterns of African American women. This study's qualitative analysis includes a content analysis of 13 agency-specific strategic documents published between FY 1994 through FY 2010. This data is supplemented with a longitudinal trend analysis of personnel data for fulltime, permanent employees retrieved from the National Finance Center for the same time period. The …

State of the Region Reports: Hampton Roads
This year’s Report surveyed more than 1,100 Hampton Roads residents, about half of whom were African American. African Americans see several issues differently than other citizens do. Notably, they have a different perspective on the role and effectiveness of the policy of affirmative action. African Americans also are much more likely to vote Democratic and attend church than the region’s other citizens. This is the first significant public-opinion poll ever taken of African Americans in Hampton Roads.

A Segregationist On The Civil Rights Commission, James R. Sweeney

In 1957 President Dwight D. Eisenhower appointed to the newly created Commission on Civil Rights John Stewart Battle, a former longtime Virginia General Assembly member and governor who was also a staunch segregationist. Eisenhower appointed him to represent white Southern opinion and because of his national reputation for deft political conciliation. The article reviews Battle's personal background, political career, racial philosophy, and interactions with other figures prominent in the era's civil rights politics, including Father Theodore Martin Hesburgh, Harry F. Byrd, Sr., and J. Lindsay Almond, Jr. During his service on the commission during 1957-59, Battle's segregationist views kept him …
