Globalization has been hailed as a deliverer and condemned as a destroyer of developing countries. How can globalization elicit such divergent responses? And what do people mean when they praise or condemn globalization?

As you will see in the course of this paper, I will often point to the beneficial effects of free trade and free-markets. The gains from free trade and free markets are indeed relevant from the point of view of public policy: they offer a guide to which sort of policies we should pursue.
