The early years of children's lives are vitally important to their long term outcomes. Yet, in Australian, not all children have access to the same opportunities to enhance their development and achieve their fullest potential, as Australian Indigenous children experience considerable disadvantage in comparison to other Australian children. The multifaceted approach required to eliminate this disadvantage, and the associated oppression, has education central to it. Emancipatory education is powerful as it assists learners to develop skills and, within the context of the educational philosopher Freire, also develop their ability to confront their oppression. Many young children are admitted to the emergency departments of our childrens hospitals without the opportunity to receive any preparation in terms of what to expect and what to do or not to do (Health Department of W A, 2000). Surrounded by strange people, environment, smells, sounds and medical equipment, and confronted with possibly painful and invasive procedures, many young children become stressed and anxious. Bilingual children with specific language impairment (SLI) from non English speaking background (NESB) present a major diagnostic problem to speech pathologist and educationist in an English speaking country. There has been no known study on the simultaneous narrative development involving bilingual Chinese children with and without SLI. This longitudinal case study examined the relationship of Chinese (L1) and English (L2) in narrative development in a child with no language difficulty (Child LN) and a child (Child L1) diagnosed as having SLI. Child abuse and neglect are endemic not only in Western countries but also in developing countries such as Uganda. An investigation was conducted to establish how parents living in rural Uganda construe child abuse and neglect. The study is of theoretical interest on two counts. First, there is evidence to suggest that Western accounts of child abuse and neglect may not apply to developing countries, a matter of importance given the dominance of Western research in the thinking of policy and intervention studies. Racism is found in all societies but is a particular problem in post-colonial immigrant majority societies where the indigenous population have been dispossessed of their land and experience social injustices. Aboriginal people are the most disadvantaged group in Australian society and despite the current policies of self-determination and cultural pluralism they remain at the bottom of all social indicators.
