Except for very poor economies, societies around the world are aging rapidly. The use of the Internet and social networking sites is also widespread in these areas. This article attempts to investigate the political theory formation of the two greatest modern Contractarians, John Locke and Jean-Jacques Rousseau. In the past, Locke's theoretical work once inspired the American founding fathers to fight for American Independence in 1776, while Rousseau's major work had also led to the French Revolution In 1789. This study employs the Philosophy of Social Science concept of "Level of Explanation" to explore how Locke's Theory and Rousseau's Social Contract Theory are formed. The purpose of this article is to find the factors contributing to the concept of decriminalization of drug cases. This study is a qualitative research based on documentary study and in-depth interviews of 10 stakeholders who are involved in policy-making process. It was found that the key factors that encourage the decriminalization of drug cases are the drug problems intensified in all areas of the country. Such problems make all sectors of the society to recognize the necessity of decisive measures to solve the problems, causing case backlogs and overcrowding issues later. Senior bureaucrats are usually driven by self-interests to participate in the reform process in order to retain and expand their own advantages. This research studies international governance design of the 1995 Mekong Agreement. It aims to explain why the lower Mekong basin states could reach an agreement despite their divergent interests and preferences. The upstream state like Thailand preferred water allocation rules that allow it to use tributary water in its state boundary autonomously and to use mainstream water with least limitations. Meanwhile, the downstream states preferred some rules for controlling Thailand's water use and coping with externalities and uncertainties resulting from the upstream countries' water utilization. This paper delineates debates on concepts of multiculturalism and gender between a proponent of multiculturalism and liberal feminists in Western society. It also elaborates our understandings on multiculturalism in relation to gender, sexualities and sexual diversities in Thai society. Findings show that there appears little attention to apply the concept of multiculturalism for studies on gender and sexual diversities in Thai society. เขื่อนไฟฟ้าพลังงานน้ำไซยะบุรี เป็นโครงการพัฒนาระดับอนุภูมิภาคลุ่มแม่น้ำโขงแห่งแรกที่มีโครงสร้างทางกายภาพกั้นขวางทางไหลของแม่น้ำโขงตอนใต้นอกเหนือจากประเทศจีน ในฐานะที่แม่น้ำโขงนั้นถูกจัดเป็นแม่น้ำนานาชาติที่ไหลผ่านหลายประเทศ การเกิดขึ้นของเขื่อนไซยะบุรีจึงกลายเป็นสนามแห่งการประลองของการสร้างความชอบธรรมของชุดความรู้ ความคิด ที่พยายามเข้ามาจัดสรรสร้างวาทกรรมต่อพื้นที่แห่งนี้โดยเฉพาะชุดความรู้ในเรื่องการจัดการแบบวิทยาศาสตร์และเทคโนโลยี (scientific and technology) กับชุดความรู้แบบสังคมศาสตร์เชิงสิ่งแวดล้อมมนุษยนิยม (environmental humanism) ที่ต่างก็พยายามเข้ามาจับจองการจัดการบนพื้นที่บริเวณลุ่มน้ำโขง สองชุดความรู้ดังกล่าวนี้ได้เข้ามามีบทบาทสําคัญต่อความคิดและการอ้างความชอบธรรมของฝ่ายสนับสนุนและของฝ่ายที่ไม่เห็นด้วยต่อการสร้างเขื่อนไฟฟ้าพลังงานน้ำไซยะบุรี ฝ่ายที่เห็นชอบมีชุดความคิดที่ยึดโยงอยู่กับฐานคิดแบบวิทยาศาสตร์และเทคโนโลยีที่สามารถนำมาสู่ความมั่งคั่งทางเศรษฐกิจ และฝ่ายที่ไม่เห็นด้วยนั้นได้รับชุดความคิดแบบสิ่งแวดล้อมมนุษยนิยมที่มีความตระหนักต่อผลกระทบทางด้านสิ่งแวดล้อมและวิถีชีวิตของคนในท้องถิ่นเขื่อนไซยะบุรีเป็นพื้นที่ที่ถูกจับจอง และถูกจัดสรรทรัพยากรเพื่อผลประโยชน์ของผู้กระทำการที่เข้ามาแย่งชิงในการจัดสร้างวาทกรรมต่อการสร้างความชอบธรรมของชุดความคิดต่างๆ โครงการไซยะบุรีถูกหยิบยกขึ้นมาเป็นประเด็นถกเถียงที่สําคัญในเวทีนานาชาติอนุภูมิภาคในลุ่มน้ําโขง มีผู้กระทำการที่เกี่ยวข้องทั้ง ภาครัฐ ภาคเอกชน ภาคประชาชน และองค์กรอิสระ โดยเมื่อใช้กรอบแนวคิดเชิงนิเวศวิทยาการเมือง (political ecology) เข้ามาอธิบายจะเห็นได้ว่าแต่ละตัวผู้กระทำการล้วนแล้วแต่สถาปนาชุดความคิดของตนเองเพื่อสร้างความชอบธรรมและอํานาจของแต่ละกลุ่มของตนเอง จนนํามาสู่การปะทะกันทางความคิดต่อการจัดการบนพื้นที่เขื่อนไซยะบุรี โดยที่แต่ละผู้กระทำการนั้นต่างก็มีปัจจัยต่างๆ เข้ามาสนับสนุนฐานคิดของตนเอง โดยมีตัวแสดงเบื้องหลังทั้งหมด คือ “อํานาจ” ที่เป็นตัวเข้ามาครอบงําชุดความคิดของตัวแสดงต่างๆต่อการจัดสรรทรัพยากรต่อโครงการนี้ เขื่อนไซยะบุรีได้เป็นอีกข้อพิสูจน์หนึ่งที่ชี้ให้เห็นว่า “อํานาจ” นั้นอยู่เบื้องหลังการกระทำการ ความความขัดแย้ง และการปะทะกันทางความคิดโดยทั้งหมด “อํานาจ” เป็นสิ่งหนึ่งที่มีส่วนสำคัญในการขับเคลื่อนหรือหักล้างชุดความรู้ และถูกนำมาใช้ในสังคมโดยที่เรามักไม่เคยตั้งคำถามต่อตัวตนของมัน
