Federal Civil Rights Litigation Pursuant To 42 U.S.C. §1983 As A Correlate Of Police Misconduct, Philip M. Stinson, Steven L. Brewer Jr, Theresa M. Lanese, Mallorie A. Wilson

Police officers acting in their official capacity are subject to being sued in federal court pursuant to 42 U.S.C. §1983 for violating constitutional rights under the color of law. Using data obtained in a larger study on police crime in the United States, names of more than 5,500 nonfederal sworn law enforcement officers who were arrested during the years 2005-2011 were checked against the civil case party master name index of the federal courts’ Public Access to Courts Electronic Records (PACER) system. Purpose – The purpose of the study is to provide empirical data on cases of police crime arrests during the year 2011. The study identifies and describes incidents in which nonfederal sworn law enforcement officers were arrested for one or more criminal offenses. Research Design & Method – The study is a quantitative content analysis of news articles identified through the Google News search engine using 48 automated Google Alerts queries. The unit of analysis in this study is criminal arrest case (not individual arrested officer). Police Sexual Misconduct: Arrested Officers And Their Victims, Philip M. Stinson, Steven L. Brewer, Brooke E. Mathna, John Liederbach, Christine M. Englebrecht

Police sexual misconduct encompasses a range of acts from less serious noncriminal behaviors to more egregious criminal behaviors including police sexual violence. Victims of sex crimes are often reluctant to report sexual abuse when the offender is a police officer. The study provides empirical data on 771 sex-related arrest cases in years 2005-2008 of 555 sworn officers at 449 nonfederal law enforcement agencies across the United States. The study identifies and describes incidents where officers were arrested for sex crimes through a quantitative content analysis of published newspaper articles and court records. Findings focus on arrested officers and their victims.

The Lorain (OH) Police Department requested research assistance from the Ohio Consortium of Crime Science (OCCS) for the purpose of evaluating and revising the current patrol districts and the allocation of resources within the districts. The OCCS is an association of researchers from universities and state agencies working together to provide evidence-based solutions to the real-world problems faced by local criminal justice agencies. Making The Machine Work: Technocratic Engineering Of Rights For Domestic Workers At The International Labour Organization, Leila Kawar

In September 2013, the International Labour Organization (ILO) Convention concerning decent work for domestic workers entered into force, thereby bringing domestic workers into the mainstream of labor law. This article explores how the interests of the ILO’s constituents were shaken up and reconfigured to build support for new labor protections amidst the shifting global context of deregulation. I argue that technocratic devices—charts, questionnaires, and paragraph formatting—wielded by ILO insiders contributed to this development by creating epistemic space for this new category of employees to be recognized and for consensus to be secured on appropriate labor standards for this group. Digital Divide In Social Media Prosumption: Proclivity, Production Intensity, And Prosumer Typology Among College Students And General Population, Louisa Ha, Gi Woong Yun

This paper examines the digital divide in social media prosumption. It compares college students’ and general population’s prosumption behavior in social media and proposes a set of measures of prosumption in online media settings with special emphasis on social media including prosumption proclivity, production intensity, and a prosumption index which can be used in future studies on social media and other usergenerated content sites. We classified prosumption behavior in a quadrant of four main types along the two dimensions of production and consumption. A polarized trend of prosumption was observed. The emergence of constitutional review in France has attracted substantial attention from scholars of public law. Yet little has been written about the political implications of the expansion of rights-based review on the part of France's highest administrative jurisdiction, the Conseil d'Etat. The argument is made in this paper that repeat litigation by French lawyers defending the cause of immigrants is an important site for observing the symbolic power of legal forms. The analysis focuses on cases challenging immigration-related administrative regulations and shows how the process of repeatedly adjudicating these issues has focused attention away from litigants and their claims …

Sheriff’s offices are an integral component of the public health emergency preparedness and response system in the United States. During a public health emergency or disaster, sheriff’s offices need to communicate with people affected by the event. Sheriff’s office websites are logical sources for information about disaster preparedness and response efforts. No prior research evaluates emergency preparedness and response resources available through sheriff’s office websites. The current research is a national study of sheriff’s office websites to assess the availability of information relating to emergency preparedness and response. INTRODUCTION Research on institutional repositories (IR) has primarily focused on issues related to faculty scholarship. Thus far, little has been written on issues related to student scholarship. This lack is problematic for planners developing or extending their IR content who may be considering adding student scholarship. METHODS A 23-question survey of library professionals was conducted to explore size of institution, existence of an IR, IR software packages utilized, individuals involved in system management, levels of support for inclusion of student work in IRs, types of student work included, and workflow submission policies. The Role Of News Media Use And Demographic Characteristics In The Prediction Of Information Overload, Qihao Ji, Louisa Ha, Ulla Sypher

Drawing on the information overload theory, this study investigates how news media use relates to the probability of information overload. Our broad goal is to explore how typical media use outside the working environment impacts information overload. Through a large mail survey conducted in northwest Ohio (N = 661), the study combined resident samples and college student samples and examined several variables regarding demographic characteristics, news media use, and information searching efficiency. Multinomial logistic regression was used to analyze the data. Does the Convention for the Elimination of All Forms of Discrimination against Women (CEDAW) reduce violence against women? CEDAW has the distinction of being an unusually effective human rights treaty: promoting women’s political rights in particular, having a modest effect on women’s social rights, but showing little or no effect on economic rights.1 However, unlike these other rights, the CEDAW Treaty does not explicitly mention violence. The CEDAW Committee interpreted the Treaty as covering gender violence after the fact. It issued General Recommendations in 1989 and 1992 mandating states to collect information and take action on the issue, respectively.2 The …

Police sexual misconduct is often considered a hidden crime that routinely goes unreported. The current study provides an empirical data on cases of sex-related police crime at law enforcement agencies across the United States. The study identifies and describes incidents where sworn law enforcement officers were arrested for one or more sex-related crimes through a quantitative content analysis of published newspaper articles and court records. The primary news information source was the Google News search engine using 48 automated Google Alerts.
