Much of the recent successes in the Iraqi theater have been achieved with the aid of technology so advanced that celebrated journalist Bob Woodward recently compared it to the Manhattan Project of WWII. Intelligence, Surveillance, and Reconnaissance (ISR) platforms have emerged as the rising star of Air Force operational capabilities as they are enablers in the quest to track and disrupt terrorist and insurgent forces. This thesis argues that ISR systems have been severely under-exploited. Modern warfare methods in the urban environment necessitates the use of multiple layers of sensors to manage the battle space. Hyperspectral imagers are one possible sensor modality to provide remotely sensed images that can be converted into Geographic Information Systems (GIS) layers. GIS layers abstract knowledge of roads, buildings, and scene content and contain shape files that outline and highlight scene features. Creating shape files is a labor-intensive and time-consuming process. The availability of shape files that reflect the current configuration of an area of interest significantly enhances Intelligence Preparation of the Battlespace (IPB). The goal of this research was to develop a data collection instrument for an existing information technology implementation and sustainment model. In 2003, a unique system dynamics model was developed at the Air Force Institute of Technology to predict the behavior of information technology implementation and sustainment (Fonnesbeck, 2003). However, no empirical data was used during the model development. In order to collect the needed empirical data, this research develops a data collection instrument for the model. Billions of dollars have been wasted on failed information system (IS) projects over the last decade in the private and public sectors. More specifically, the tri-service environment of the U.S. military has not implemented a single successful geospatial IS (GIS). The lack of a service-wide insertion process for GIS was cited as the most significant cause for military GIS failures. GeoBase represents the USAF's most recent GIS implementation. The GeoBase program focuses on Information Resource Management (IRM) and cultural issues.
