University Of Maine 2014 Clery Safety And Security Report, University Of Maine Police Department
General University of Maine Publications
The 2014 Clery Safety and Security Report issued by the University of Maine Police Department. Named for Lehigh University first-year student Jeanne Clery who was raped and murdered in her campus dormitory in 1986, the Clery Act requires colleges and universities that receive federal funding to disseminate a public annual security report (ASR) to employees and students every October 1st. This ASR must include statistics of campus crime for the preceding 3 calendar years, plus details about efforts taken to improve campus safety. ASRs must also include policy statements regarding crime reporting, campus facility security and access, law enforcement authority, …

Tokin Up In The 5280: Insight Into How Denver Police Officers Make Sense Of, And Define, Interpret, And React To The Legalization Of Marijuana, Kara K. Hoofnagle
Sociology & Criminal Justice Theses & Dissertations
Laws surrounding the possession, use, and distribution of marijuana have undergone many changes for over a century. Political pressures and social prejudices have most often been the cause of these changes, rather than scientific research or rational thinking. As a result, the law has sometimes lagged behind social practice as in the current case in much of the U.S., including Colorado. In such an environment, it often falls on a police officer's definition, interpretation, and reaction to the laws to determine the extent to which certain laws and sanctions are enforced. Drawing on the work of Weick (1976), this dissertation …
The Ville: Cops And Kids In Urban America, Updated Edition [Table Of Contents, Foreword, Preface], Greg Donaldson
The Ville: Cops And Kids In Urban America, Updated Edition [Table Of Contents, Foreword, Preface], Greg Donaldson
American Studies
In Brownsville’s twenty-one housing projects, the young cops and the teenagers who stand solemnly on the street corners are bitter and familiar enemies. The Ville, as the Brownsville–East New York section of Brooklyn is called by the locals, is one of the most dangerous places on earth—a place where homicide is a daily occurrence. Now, Greg Donaldson, a veteran urban reporter and a longtime teacher in Brooklyn’s toughest schools, evokes this landscape with stunning and frightening accuracy.
The Ville follows a year in the life of two urban black males from opposite sides of the street. Gary Lemite, an enthusiastic …

Drug Violence And Public (In)Security: Mexico's Federal Police And Human Rights Abuse, Dominic Pera
Undergraduate Honors Theses
Violence in Mexico, with dramatic political, social, and economic consequences on both Mexican and US populations, has risen dramatically in the past decade. Research has shown that the Mexican military is largely responsible for human rights abuses in Mexico. This paper will seek to answer why there are so many human rights abuses committed by the Federal Police, as public security is a police role and its deterioration threatens lives, security, and the rule of law. This paper will look at what scholars have said about the causes of police violence and public insecurity. Some say that history is responsible, …

Privilege In A Police Car: The Story Of My Unresolved Ride-Along, Anita L. Bright
Privilege In A Police Car: The Story Of My Unresolved Ride-Along, Anita L. Bright
The Qualitative Report
This paper focuses on the events of a Friday evening in the winter of 2012 wherein I went on a police “ride-along” and accompanied a police officer as he went through the normal duties of his shift in a medium-sized city in the Pacific Northwest. During our time together, the officer arrested a 16-year old boy, and had him admitted to the local juvenile detention center. The officer also arrested an adult male who, during the process of being arrested, injured the officer such that the officer required medical attention. Additionally, I witnessed another officer performing an analysis of a …
Police Response To Children Present At Domestic Violence Incidents, Danielle Darlene Swerin
Police Response To Children Present At Domestic Violence Incidents, Danielle Darlene Swerin
Boise State University Theses and Dissertations
Police response to domestic violence incidents has continued to change and expand in the past several decades. Although domestic violence was originally considered a private matter not warranting police intervention, it now represents one of the most common calls for service received by police agencies. While police intervention in domestic violence incidents has improved substantially, response to children present remains an undeveloped area of research and practice. The present study examined 345 police reports from an agency in the Northwest in order to explore police response to domestic violence incidents and specifically their response to children. Similar to results from …
The Criminal Disparity Between African American And Caucasian Males: Police Use Of Excessive And Deadly Force In The United States, 1991 - 2014, Denise Reese
Master's Theses and Doctoral Dissertations
This research focuses on the use of excessive and deadly force executed by law enforcement agencies in the context of a racial bias operating throughout the United States and its criminal justice systems. America's criminal system past and present, openly displays an enormous amount of inequality and injustice against African American males, females and other minorities. Are law enforcement agencies and the criminal justice system allowing police officers the right to desecrate minorities through the use of excessive and deadly force? This research focuses on the consequences of a U.S. legal system that seldom if ever provides any retributive justice …
“There Is No Difference:” Neoliberalism And Latin American (Police) State Legitimacy, Max Estevao
“There Is No Difference:” Neoliberalism And Latin American (Police) State Legitimacy, Max Estevao
International Political Economy Theses
This paper examines the relationship between neoliberalism and patterns of violence in Latin American cities. I argue that those neoliberal policies which have so impacted key agricultural and manufacturing sectors in Latin America also disrupt economically-driven social relations, making that the region’s transition to democracy a violent one. Although transitions from authoritarianism to democracy as a whole remove old relations between the government and the public, the criminalization of poverty as created and perpetuated by neoliberal ideology leads to higher rates of incarceration while colluding with criminal organizations in order to avoid lengthy and expensive urban renewal programs. When forced …

Implementing Voice Strategies In Extreme Negotiations: A Conversation With Christophe Caupenne, Successful Former Commando Of The French Raid Unit, Christophe Haag, Elizabeth Fresnel
Organization Management Journal
This article explores the role voice plays in extreme negotiation through the point of view of a practitioner. In this study, we invite Christophe Caupenne, a former Research, Assistance, Intervention, and Deterrence (RAID) chief—now a private consultant to top managers and professional negotiators—to write in detail about his expertise. It was the first time he had fully reflected upon how his voice and vocal strategies psychologically impacted critical negotiations. Our goal was to determine whether business negotiators could learn from their well-trained police counterparts, many of whom engaged in high-stakes negotiations. We augmented our expert’s essay with a 2-hour interview, …

The Lived-Experience Of Police Vehicle Pursuit: A Descriptive Phenomenological Psychological Study, Rodger E. Broome Phd, Taketo Tabata Phd
Rodger E. Broome
The purpose of this article was to explore police officerʼs experiences during police vehicle pursuits. Interviews of three US police officers were conducted and the descriptive phenomenological psychological method was used to analyze their naive accounts of their lived-experiences. The psychological constituents of the experience of leading a successful chase and capture of a fleeing criminal found are: (1)Alert to Possible Car Chase,(2)Suspect Identified,(3)Anxiety and Excitement About the Chase,(4)Awareness of Primary Chase Role,(5)Radio Coordination with Others to Take Actions to Stop the Suspect,(6)Ongoing Evaluation of Chase Situation and Persistence,(7)Reading the SuspectʼsDriving Behaviors,(8)Car Chase Transition to a Coordinated Physical Capture, and(9)Making …

Social Divisions And Coercive Control In Advanced Societies: Law Enforcement Strength In Eleven Nations From 1975 To 1994., Stephanie L. Kent, David Jacobs
Social Divisions And Coercive Control In Advanced Societies: Law Enforcement Strength In Eleven Nations From 1975 To 1994., Stephanie L. Kent, David Jacobs
Stephanie Kent
Conflict theory suggests that economic stratification poses a threat to order, so we should expect increased inequality to lead to a greater capacity for coercive control. The police are the primary agency that uses force to preserve order, yet we know little about the effects of economic divisions on police size in advanced nations besides the United States. The generality of findings based on a fixed-effects panel design applied to 11 developed nations should provide increased insight about how coercion is used to preserve domestic order. Other social divisions that should matter include minority presence and unemployment. With economic development, …
Killings Of Police In U.S. Cities Since 1980: An Examination Of Environmental Andpolitical Explanations, Stephanie L. Kent
Killings Of Police In U.S. Cities Since 1980: An Examination Of Environmental Andpolitical Explanations, Stephanie L. Kent
Stephanie Kent
Most research on killings of police in urban areas attempted to link lethal violence against officers to the violence and disorder in the communities they work. Yet support for this relationship is inconsistent. Fewer studies considered whether local political arrangements affect killings of police. This study attempts to remedy this gap by using recent data to investigate the relationship between the political conditions of large U.S. cities and the number of homicides of police officers in the line of duty in the years 1980, 1990, and 2000. Negative binomial regression analyses suggest that racial income inequality and the size of …
Interracial Violence, Minority Threat And Police Use Of Lethal Force: A Panel Analysis Of U.S. Cities From 1980 To 2000., Stephanie L. Kent, David Jacobs
Interracial Violence, Minority Threat And Police Use Of Lethal Force: A Panel Analysis Of U.S. Cities From 1980 To 2000., Stephanie L. Kent, David Jacobs
Stephanie Kent
In sum, the evidence suggests that unnecessary police killings decrease after departments institute increased restrictions yet the likelihood of increases in restrictions is based on demands from the most politically powerful segments of society. In order to test whether changes in police killings are determined in part through the differences in 2 political power based on the superimposition of race and class, political explanations at the city level should be considered. A review of previous studies suggests that there are two broad city level explanations that influence the likelihood that police will use deadly force against citizens: the political or …
Minority Threat And Police Strength From 1980 To 2000: A Fixed-Effects Analysis Of Nonlinear And Interactive Effects In Large U.S. Cities, Stephanie L. Kent, David Jacobs
Minority Threat And Police Strength From 1980 To 2000: A Fixed-Effects Analysis Of Nonlinear And Interactive Effects In Large U.S. Cities, Stephanie L. Kent, David Jacobs
Stephanie Kent
Many studies have assessed threat theory by investigating the relationships between the size of minority populations and police strength. Yet these investigations analyzed older data with cross-sectional designs. This study uses a fixed-effects panel design to detect nonlinear and interactive relationships between minority presence and the per capita number of police in large U.S. cities in the last three census years. The findings show that the relationship between racial threat and the population-corrected number of police officers has recently become considerably stronger. In accord with theoretically based expectations, tests for interactions show that segregated cities with larger African American populations …

Creating An Operational Security Management Structure For Inimical Environments: Papua New Guinea As A Case Study, William J. Bailey
Australian Security and Intelligence Conference
Security is a necessary cost for businesses wishing to operate in the developing economy of Papua New Guinea. The country continues to face levels of crime and violence out of proportion to other East Asian countries; which deters many would be investors. However, the potential in PNG is vast and eagerly sought after despite the high costs required to operate without harm, therefore, it is necessary manage the security situation. Experience from similar countries has shown by using optimal security management systems and structures it is possible to work safely, securely and effectively, but this requires a comprehensive security, threat …
Critical Factors In Police Use-Of-Force Decisions, Orville Nickel
Critical Factors In Police Use-Of-Force Decisions, Orville Nickel
Walden Dissertations and Doctoral Studies
This study investigated law enforcement officers' perceptions of the legal, normative, and practical considerations that are implicit in their decisions when faced with using physical force. Law enforcement officers observe and protect fundamental human rights. A significant problem, however, is that physical force is sometimes misused, impacting public confidence in police services. The study was framed by Durkheim's conflict theory and Beirie's concepts of police corporate culture and social control. It used a grounded theory method and predeveloped case scenarios presented to 2 male focus groups of 7 and 6 participants respectively, and 2 female focus groups of 5 and …

In The Eye Of The Beholder: Exploring The Dialogic Approach To Police Legitimacy, Justin Nix
In The Eye Of The Beholder: Exploring The Dialogic Approach To Police Legitimacy, Justin Nix
Theses and Dissertations
In recent years, police legitimacy has generated a great deal of scholarly attention. Numerous studies carried out in a variety of settings have demonstrated that citizens are more likely to perceive the police as a legitimate authority when they interact with citizens in a procedurally fair way. In turn, citizens become more likely to accept police decisions, comply with the law, and cooperate with the police. Yet until very recently, scholars have only focused on citizen perceptions of legitimacy while neglecting the perspective of the police themselves. It may very well be that the police believe other ideals are more …
Predictors Of Police Reporting Among Hispanic Immigrant Victims Of Violence, Dane Hautala, Kirk Dombrowski, Anthony Marcus
Predictors Of Police Reporting Among Hispanic Immigrant Victims Of Violence, Dane Hautala, Kirk Dombrowski, Anthony Marcus
Department of Sociology: Faculty Publications
The purpose of this study was to examine predictors of police reporting among Hispanic immigrant victims of violence. A sample of 127 Hispanic immigrants was generated through a chain-referral procedure in the city of Hempstead, New York. Participants were asked about their most recent victimization experiences, and detailed information was collected on up to three incidents. The analyses were based on a total of 214 separate victimization incidents, one third of which were reported to the police. Logistic regression analyses indicated that serious injury, multiple-victim incidents, and perceptions of discrimination increase the odds of a police report. Moreover, incidents involving …

Stereotype Threat And Racial Differences In Citizens’ Experiences Of Police Encounters, Cynthia J. Najdowski, Bette L. Bottoms, Phillip Atiba Goff
Psychology Faculty Scholarship
We conducted 2 studies to investigate how cultural stereotypes that depict Blacks as criminals affect the way Blacks experience encounters with police officers, expecting that such encounters induce Blacks to feel stereotype threat (i.e., concern about being judged and treated unfairly by police because of the stereotype). In Study 1, we asked Black and White participants to report how they feel when interacting with police officers in general. As predicted, Blacks, but not Whites, reported concern that police officers stereotype them as criminals simply because of their race. In addition, this effect was found for Black men but not Black …
The Online Sex Sting, Michael Cryan
The Online Sex Sting, Michael Cryan
Undergraduate Review
The Youth Internet Safety Surveys are indicative of a small subset of minors who have had contact with sexual offenders in person. Internet sex stings serve to target these adults through the use of police deception, but their use has been on the decline. Sexual offenders are a heterogeneous group; laws often mistakenly lump these various members together. This paper discusses different sources that can take responsible action to prevent online predators from reaching minors and the issue of vigilantism against offenders. Our current laws on sexual predators do not reflect the deeper, more prevalent issue of acquaintance rape.

5-0 Is Not Coming To Save You: Examining The Lack Of Police Intervention In Lgbtq Intimate Partner Violence, Lucais Wallen
Online Theses and Dissertations
Intimate partner violence (IPV) has garnered a lot of attention by the criminal justice system, the media and, academia. Intimate partner violence laws have seen drastic changes over the past hundred years often coupled with the changes of culture and society. Though intimate partner violence surely warrants that attention, the growing and important issue of lesbian, gay, bisexual, transgender, and queer (LGBTQ) intimate partner violence has largely been ignored. The ongoing struggle of LGBTQ community for equality has not as of yet been a catalyst for drastic legal change. Utilizing narratives from victims of intimate partner violence from around the …

Police On Camera: The Impact Of Watching User-Generated Police Videos On Students’ Attitudes Towards The Police, Daniel N. Smith
Theses and Dissertations (Comprehensive)
This research investigated the impact of user-generated videos on students’ attitudes towards the police. A survey was conducted at Wilfrid Laurier University in Brantford and was administered to 200 students consisting of a number of control variables such as age, race, police contact, and neighbourhood context, along with measurements of attitudes towards the police. It measured online video viewing habits along with familiarity of three online videos. Multivariate analysis showed that watching user generated videos had little to no impact on students attitudes towards the police. The analysis showed that police contact was the most influential factor in impacting attitudes …
