Fresh water is an important resource in Puyo, Ecuador, a city named after the Kichwa word for ‘cloudy’ in reference to its overcast weather. However, the Puyo River watershed is the most contaminated in all of Pastaza Province. The objective of this investigation was first to evaluate the health of the Puyo River using macroinvertebrate analyses and measurements of chlorine concentrations, temperature, pH, turbidity, velocity, and flow rate. Toward A New Theory Of Waste: From "Matter Out Of Place" To Signs Of Life , Joshua Reno

This paper offers a counterpoint to the prevailing account of waste in the human sciences. This account identifies waste, firstly, as the anomalous product of arbitrary social categorizations, or ‘matter out of place’, and, secondly, as a distinctly human way of leaving behind and interpreting traces, or a mirror of culture. Together, these positions reflect a more or less constructivist and anthropocentric approach. Most commonly, waste is placed within a framework that privileges considerations of meaning over materiality and the threat of death over the perpetuity of life processes. Atmospheric aerosol samples were collected at a remote site in New Zealand's Southern Alps. Collected samples were found to be a mixture of New Zealand and Australian sourced sediment, using their trace element signatures. Aerosol concentrations and the relative contribution of different sources was found to be a function of specific air-mass trajectories influencing the study site, dust entrainment rates in source areas and rainfall. Results show that Australian dust is a major source of particulate matter in New Zealand, particularly in remote alpine locations; however, locally derived dust is also important. Light pollution (LP) can disrupt and/or degrade the health of all living things, as well as, their environments. The goal of my research at the NOAO was to check the accuracy of the citizen science LP reporting systems entitled: Globe at Night (GaN), Dark Sky Meter (DSM), and Loss of the Night (LoN). On the GaN webpage, the darkness of the night sky (DotNS) is reported by selecting a magnitude chart. Each magnitude chart has a different density/number of stars around a specific constellation. In a recent issue of this Review, James Buchanan and Gordon Tullock (B-T) presented a public choice analysis of the relative merits of direct controls and taxes in externality control. In Section IV of their paper, B-T consider the case of reciprocal external diseconomies of consumption. They ask whether "... persons in this sort of interaction, acting through the political processes of the community, will impose on themselves either a penalty tax or direct regulation" (p. 143). Subsidizing Non-Polluting Goods Vs. Taxing Polluting Goods For Pollution Reduction, Robert S. Main

Pigovian taxes on polluters are politically unpopular, but subsidies for non-polluting sources are politically attractive. This paper presents a linear demand and supply model and numerical example to explore the trade-offs between taxing polluting sources of a good versus subsidizing non-polluting sources of the same good. While the model (along with the associated numerical example) shows the optimality of Pigovian taxes, it also shows how much welfare is reduced if subsidies for nonpolluters are employed instead. Further, it shows the optimal tax, given any level of subsidy and the optimal subsidy, given any level of tax.

The report includes puppy mills from 22 states, but because most of the dealers sell online or to pet stores, their puppies could be available to unwary consumers in all 50 states and beyond.
