Workforce Housing Design Charrette In York, Maine, Workforce Housing Coalition Of The Greater Seacoast, Maine Community Foundation
Maine Sea Grant Publications
The Workforce Housing Coalition of the Greater Seacoast organized a workforce housing design charrette in the community of York, Maine. The event was held over a two-day period, October 15 and 17, 2014. The process included a site walk, community dialogue session, and design workshop, culminating in a design reveal on October 17, 2014. This, the Coalition’s fifth annual design charrette, produced conceptual designs for the development of workforce housing opportunities on the subject sites located in the U.S. Route 1 and Vacation Drive vicinity of York, Maine.

Accessing Healthcare: The Experience Of Individuals With Autism Spectrum Disorders In Maine, Alan Kurtz, Angie Schickle, Margaret Carr, Marnie Bragdon-Morneault, Susan Russell, Debra Rainey, Jill Downs, Nancy Cronin
Health and Well-Being
Previous research has revealed that children and adults with autism spectrum disorders (ASD) are significantly more likely to have both unmet healthcare needs than those with other disabilities. In addition, they are more likely to have difficulty accessing primary or specialized medical care. Minority status, living in a rural location, and low income can exacerbate these disparities. Other obstacles to effective healthcare for individuals with ASD include the following: (1) severity of symptoms associated with ASD; (2) lack of knowledge or skill by medical practitioners; (3) lack of access to comprehensive healthcare supports or a medical home; and (4) lack …

This Capstone follows the downtown redevelopment visioning process in Berwick from the initial presentation to Town Officials up until formal adoption as an addendum to the Comprehensive Plan. Berwick has a monumental task ahead of it as the Town looks to redevelop an 11 acre abandoned factory site that is located directly where a downtown should be. Residents of Berwick had to work with Town Staff to navigate a considerable amount of lingering controversy and to rebuild trust between the public and local government. Today in Maine anemic internet speeds reinforce a digital divide between rural and urban areas. Even where adequate connectivity is possible its adoption rate lags behind. In order to overcome this technical solutions are necessary such as streamlining access and building capacity. It will require additional incentives to bring levels to an ideal state as well as public enlightenment to the increasingly vital role that broadband performs. Until this happens the deficit that the state faces in access and adoption will continue to hamper progress in business, health, education and other arenas.

Central Maine Community College (CMCC) services Androscoggin, Franklin and Oxford counties. Enrollment for CMCC has grown impressively over the last eleven years, since transitioning from a Technical College. While enrollment has increased, retaining students through graduation (persistence) is still an area of concern, particularly because its service area still has some of the lowest percentages of adults with college credentials in Maine.

Recent excavations at Fort Pentagoet and Saint-Castin's Habitation have shown physical evidence of three separate 17th-century Acadian occupations near the mouth of the Penobscot River in mid-coastal Maine. From 1635 to 1654, Fort Pentagoet defended private commercial interests of Charles d'Aulnay against English enemies and French rivals. From 1670 until its destruction by the Dutch in 1674, the fort served as military headquarters for the administration of all Acadia under governors Grandfontaine and Chambly. During the last quarter of the century, French authority was reestablished with a nearby Indian village at the habitation of Jean Vincent de Saint-Castin. The archaeological …

Pollen Record Formation Processes At The Isles Of Shoals: Botanical Records Of Human Behavior, Gerald K. Kelso, Faith Harrington
Northeast Historical Archaeology
Exploratory pollen analysis on Appledore Island at the Isles of Shoals, a group of nine islands located approximately eight miles off the coast of southern Maine and New Hampshire, indicates that pollen preservation is excellent in exposed island soil deposits in the temperate zone and that pollen percolation into deposits from surface preserves the record of natural and cultural events where dep cultural deposits have not developed. The Appledore pollen spectra registered the establishment of the resort hotel industry on the island in the mid-19th-century, the virtual abandonment of the island after a major fire in 1914, and the chestnut …

The Workforce Housing Coalition of the Greater Seacoast organized a workforce housing design charrette in the community of Berwick, Maine. The event was held over the two-day period of October 14 and 16, 2015. The process included a site walk, community dialogue session, and design workshop, culminating in a design reveal on October 16. This, the Coalition’s sixth annual design charrette. This produced conceptual designs for a mixed-use development that includes workforce housing for the charrette focus areas at the Prime Tanning and Estabrook School sites in Berwick, Maine.

Harvesting A Knowledge Commons: Collective Action, Transparency, And Innovation At The Portland Fish Exchange, Jennifer F. Brewer

While localist visions of alternative food systems advocate for the expansion of local ecological knowledge through more proximate producerconsumer relationships, globalized seafood supply-demand chains persist. Moving beyond this dichotomy, commons scholars recognize that collective action among resource users at the local level can shape cross-scalar producer relations with government and more capitalized firms operating in regional and global markets. In the case of the New England groundfishery, a quasi-public fish auction not only transformed the scalar, logistical, and financial parameters of harvester-buyer relationships, it altered the production and use of local knowledge among some harvesters, and their technological choices. During the summer months of the first decade of the twentieth century, the Boothbay Harbor region was invigorated with baseball fever. By 1900, Americans had come to understand baseball as its national game, and Boothbay Harbor discovered and nourished the game in the final decades of the nineteenth century. But as the twentieth century began, baseball became more than a game: it was a business, a spectacle, and an opportunity for inhabitants of the region to define themselves based upon the team they supported.

Municipal solid waste management in the U.S. began a transformation in the 1980s as a result of a U.S. Environmental Protection Agency regulation requiring the closure of municipal “dumps.” This legislation, coupled with increasing total and per capita waste, resulted in waste management receiving national attention. Maine and other states began broad efforts to reduce and wisely manage their municipal solid wastes. Many states established solid waste goals, with Maine targeting a waste diversion rate of 50 percent. Four common residential waste management programs in Maine include curbside trash collection, curbside recyclable collection, single-stream recycling, and pay-as-you-throw programs. This article …

The innovation literature suggests Maine faces a number of challenges. This overview article discusses this literature, noting how recent findings about boundary spanning point to the importance of both individual skills and group collaboration in innovation. It highlights the implications for policies that could jumpstart innovation, noting the importance of looking to history, looking across topics, looking across disciplines, looking to other states, and looking to other countries to avoid becoming too short-sighted and parochial in approaches.

Maine has made progress toward achieving the goals set out 13 years ago in the State Planning Office’s publication “30 and 1000.” That publication projected that if 30 percent of the state’s adults had at least four-year degrees and if businesses, academia, and government were spending $1,000 per employed worker on research and development, Maine’s per capita income would reach the national average. The state still has a ways to go. Today it is estimated that the R&D threshold is about $1,600 per employed worker. Business will need to nearly double its effort to reach its share of the goal. …
