Punctuated equilibrium theory in public policy replicated from biological punctuated equilibrium theory has concluded that public policies alternate between stasis and punctuation. However, recent research on Pacific Northwest forest policy, U.S. state tobacco policy, and U.S federal auto efficiency policy have found no punctuations despite an attempt to do so. What is the efficacy of using biological punctuated equilibrium theory to also explain punctuated equilibrium in public policy? Climate resilient communities can be achieved with the support of global research, development, deployment, and diffusion of environmentally sound low GHG emission technologies and processes. Technology cooperation should lower emissions remaining mindful of biodiversity, ecosystem services and livelihoods. China and the United States need to respond effectively to both economic and climate crises and can do so in part by cooperating on environmentally sound technology that transforms the global use of energy.

We use aircraft observations of carbon monoxide (CO) from the NASA ARCTAS and NOAA ARCPAC campaigns in April 2008 together with multiyear (2003– 2008) CO satellite data from the AIRS instrument and a global chemical transport model (GEOS-Chem) to better understand the sources, transport, and interannual variability of pollution in the Arctic in spring. Model simulation of the aircraft data gives best estimates of CO emissions in April 2008 of 26 Tg month−1 for Asian anthropogenic, 9.4 for European anthropogenic, 4.1 for North American anthropogenic, 15 for Russian biomass burning (anomalously large that year), and 23 for Southeast Asian biomass …

The issue brief also assesses how wind energy could improve air quality and human health outcomes in West Michigan and the region.
