The United States first became involved in humanitarian demining in 1988 when it sent a team to assess the landmine situation in Afghanistan. Five years later, U.S. demining-related programs were underway in Afghanistan and in seven other countries. By the end of 2000, we will have provided more than $400 million to 36 countries for various humanitarian demining efforts such as deminer training,mine awareness, mine clearance, and orthopedic assistance to, and socioeconomic reintegration programs for, landmine accident survivors and their families. Since their first use during the U.S. Civil War (Croll 1998), blast landmines have played a role in almost every armed conflict from the World Wars to the most recent limited skirmishes. Landmines are the epitome of the consummate soldier: always ready, never tiring. Mines are simple devices that can be fabricated with little effort and from readily available materials. In Sri Lanka, numerous news releases covering the conflict mention a "Johnny mine" (Botsford 1997), which is a local term for an improvised explosive device. By failing to appropriately treat adults and children with severe mental illness, we incur enormous social costs through payments for disability benefits (Medicaid, SSI, SSDI), increased medical expenses, accidents and suicides, avoidable criminal justice proceedings, lost productivity, and increased need for homeless shelters and services. People who are underinsured are forced by arbitrary caps and limits to increasingly rely on the public sector. By providing parity for mental health, Florida will bring mental health into the mainstream of health care and become a leader in dispelling the prejudice that surrounds treatment of persons with severe mental illness.

This approach to humanitarian demining differs from generally accepted methodology. It has not yet been tried, and the purpose of this article is to ensure that the general concept is placed in the public domain, where it may be debated and modified without considerations of intellectual property. Interval Research Corporation, where this idea originated, is not in the business of mine clearance, or of manufacturing mine clearance systems, so the idea is being passed along to the community best capable of analyzing it.

In the social sciences, we usually think of criteria as culture-free standards that stand apart from human subjectivity and value. The author argues in this article, however, that conflicts over which criteria to apply usually boil down to differences in values that are contingent on human choices. The demand for criteria reflects the desire to contain freedom, limit possibilities, and resist change. Ultimately, all standards of evaluation rest on a research community’s agreement to comply with theirownhumanly developed conventions. An international study compared methods used to monitor and evaluate the outcomes of university research in the United States, Canada, the Netherlands and elsewhere. It aimed to provide a foundation for improving the evaluation of research and research training in Australian universities. Evaluation methods were considered in terms of their audience, the type of outputs, outcomes or impacts being measured, and the types of research funding support schemes to which they were applied. The study found that Australian research agencies are generally in line with ‘common practice’ in the countries studied, and in some cases in advance of it. The …

Some Recent Developments In The Evaluation Of University Research Outcomes In The United Kingdom, Samuel Garrett-Jones, David K. Aylward

Three specific recent developments in the evaluation of UK university research—the Research Assessment Exercise, the common performance indicators for the research councils, and the ‘evaluation portfolio’ of the Economic and Social Research Council — are described, and how they work in practice is examined. As in other countries, we find some tension between the criteria of excellence and socioeconomic benefit in valuing research outcomes. Driven by government policy, the primacy of peer evaluation based on publications is being strongly augmented by methods and performance measures that attempt to capture the broader benefits and impacts of academic research within the context …
