Key Challenges Facing President-Elect Bush, Murray L. Weidenbaum

This paper focuses on the serious issues facing our nation during a difficult and perhaps dangerous period. Politically, Bush must work to restore the public's confidence in the presidency and develop a good working relationship with Congress. Bush will also have to deal with a slowing economy in which inflation is still rising. Domestically, fiscal policy and regulation will prove difficult issues to resolve. Finally, president-elect Bush must set a strong foreign policy agenda, as there are problem areas almost everywhere one looks around the globe.

In “Redeeming the City,” Meredith Ramsay undertakes a review of an emerging urban revitalization driven not by traditional grassroots community activists but by religious groups, a phenomenon she describes as faith-based activism. Redeeming The City: Exploring The Relationship Between Church And Metropolis, Meredith Ramsay

The author calls attention to a neglected force in urban political life by highlighting how positivism undermined scholarly interest in cultural forces, particularly religion. She shows that although community organizing was formerly led by leftist radicals, today it is led by the church. Five factors contribute to the leading role of congregations in grassroots organizing and urban revitalization. Analysis and interpretation of these factors led the author to conclude that secularization and urban restructuring have left only the church with a sufficient moral and institutional presence in distressed urban neighborhoods to spearhead a return to more direct participatory forms of …

Notable among those who have shaped the political landscape of Massachusetts are the Harringtons of the city of Salem.Over the course of five generations, they produced several talented Irish-American politicians who played a major role in state politics and rose to prominent positions of power in the Democratic party. This article centers on the lives and careers of Joseph Harrington and his son Michael, both of whom ran for Congress some twenty-eight years apart. Does Political Incorporation Matter? The Impact Of Minority Mayors Over Time, John P. Pelissero, David B. Holian, Laura A. Tomaka

The authors assess the effects of minority political incorporation in large cities. An interrupted time-series research design is used to determine whether the election of a city’s first minority mayor has any short-term or long-term impact on fiscal policies. The authors examined six cities that elected black or Latino mayors and six cities with white mayors from 1972 to 1992. In general, they find that minority political incorporation did not significantly change fiscal policies in different ways from that which occurred in cities without minority incorporation.

This research identifies and examines two distinct political cultures in post-communist Ukraine, characterized by the presence of Soviet and non-Soviet influences. Soviet political culture is associated with East Ukrainian regions where Soviet policies of Russification, collectivization and urbanization were deeply entrenched. The non-Soviet political culture is present in Western Ukraine where said policies were least successful and the Ukrainian culture is more established.

American Indians In Court: The Burger And Rehnquist Years, John R. Hermann

The Supreme Court and individual justices' treatment of American Indian interests has generated relatively little scholarly attention. To fill this void in the extant literature, this study seeks to examine how American Indian interests fared before the Supreme Court of the United States during the Burger and Rehnquist Courts (1969-1992 October terms) and attempts to discern the factors influencing their treatment. The findings indicate that while American Indian interests won 48% of their cases, the Burger Court was much more sympathetic than the Rehnquist Court to the plight of this politically disadvantaged group. In this article, we apply concepts from symbolic interactionism - a well-established tradition of interpretivist sociology - to investigate the social and political processes involved in a sociotechnical intervention. The intervention was designed to elicit operator involvement in an experimental trial of an advanced manufacturing system at an industrial site in Australia. The interactionist concepts of social worlds, boundary objects and trajectories are used to explore the interrelationships among the theoretical, practical and contextual elements of intervention. Minority cultures are demanding greater public recognition of their distinctive identities, and greater freedom and opportunity to retain and develop their distinctive cultural practices. In response to these demands, new and creative mechanisms are being adopted in many countries for accommodating difference. The public trust doctrine is rooted in ancient Roman law and the Wisconsin Constitution. Ancient Roman jurists be- lieved that the natural law concept that the waters are common to all was not subject to the changing whims of legis- latures. Similarly, modern theorists assert that a constitutionally-based doctrine will be more insulated from politics. This Comment demonstrates the limits of these theories. The trust doctrine is not immutable. Based on interviews with the trustees of Wisconsin's water resources, this Comment uncovers the constraints on the trustees. Political changes in the former Soviet Union have allowed social scientists to explore a variety of family and child development issues that were closed to systematic investigation for many decades (Maddock, Hogan, Antonov, & Matskovsky, 1994). Prior Soviet psychological research focused on cognitive rather than socioemotional processes for political reasons (Kerig, 1996). Therefore, Western researchers had little opportunity to conduct research on children’s social development in the context of the family in the former Soviet Union.

Using data from the March and June 1999 surveys of the Social Weather Stations (SWS), we generate and analyze design-based estimates of the subpopulation means and standard deviations of President Estrada’s ratings and of his net satisfaction index over certain respondent characteristics. We also estimate the parameters of a design-consistent ordered probit model of the ratings and compare the coefficient estimates as well as the marginal effects on the ratings probabilities of the March and June regressors to identify the respondent attributes that contributed to the net decline in his popularity.
