The Cultural Construction Of The Maine Sporting Camps, March O. Mccubrey

Maine sporting camps were a cultural and social phenomenon of the urban upper and middle class. They originated in Maine in the late 1870s and early 1880s and reached their zenith around the turn of the century with over 160 in operation in eight of the sixteen counties in Maine in 1906. The period from 1880 until World War I can be considered the 'golden era' of the Maine sporting camps. After the war, with technological advancements such as the outboard motor, the proliferation of the automobile, and the introduction of a road system into rural Maine, the camps underwent …

This article is based on a presentation at the Pure '93 Conference last January. Charles Colgan discusses Maine's recent policies on telecommunication. Colgan, former state economist, provided the staff support for Governor Joseph Brennan's report "New Directions in Telecommunications Policy." The analysis of telecommunications policies of the two recent Maine gubernatorial administrations [Brennan and McKernan] reveals a surprisingly common core over the entire period since the AT&T divestiture.

The traditional form of regulating public utilities—command-and-control—has been found inadequate by some to cope with marketplace changes that have introduced competition into previously monopolistic markets. Alternative forms of regulation, particularly incentive regulation, have been developed in various areas of the nation in response to the new competitive utility environment. In these four short articles, former Maine Public Utilities Commission chair Ralph Gelder, New England Telephone Vice President for Maine, Edward Dinan, and Central Maine Power Company Vice President David Flanagan discuss these emergent utility issues. This article is based on a presentation at the Pure '93 Conference last January. Richard Silkman discusses Maine's recent policies on telecommunication. Silkman, as Governor John McKernan's Director of the State Planning Office, was often the lead spokesman on telecommunications policy for the current governor. Maine Policy Review has taken a particular interest in the activities of Maine's key regulatory agencies, such as the Public Utilities Commission and the Board of Environmental Protection. The state also has a number of regulatory agencies with jurisdictions over relatively narrow interests or industries. Because of their narrow mission, these agencies often do not attract regular media attention. Concern about the impact of high energy costs on the low-income and elderly citizens underlies Maine’s so-called "electric lifeline" programs, which modify rates to assist qualified customers with their electric bills. Recently, researchers at the Margaret Chase Smith Policy Center conducted an evaluation of Central Maine Power Company’s electric lifeline policy. This article, based on the findings of that evaluation, examines the many regulatory and social issues that have surfaced during Maine’s lifeline experience.
