In the area of campaign financing in federal elections, one of the most controversial issues is that of soft money. Soft money refers to those funds raised by the national party organizations for use on various grassroots and party-building activities. but which are not subject to the restraints of federal campaign finance law. Critics contend that these party-building activitie, such as generic television advertising, voter registration and get-out-the vote drives, provide ancillary benefits to federal candidates and should, therefore, be subject to federal contribution and expenditure limits. This paper examines the contemporary school desegregation controversy from a sociological perspective. Sheff v. O'Neill, a contemporary school desegregation case, is used as a context in which to study the opposition to racial integration. Through close examination of the arguments people use to frame their resistance, the racist subtext of contemporary school desegregation opposition is exposed. The data for this analysis come from legal briefs, newspaper accounts, and in-depth personal interviews with Connecticut citizens and various key actors in the Sheff case collected between January, 1993 and March, 1994. This paper attempts to support the assertion that leadership can be taught. To accomplish this task I must first determine what leadership is. To assert that something can be taught I must first ascertain what the subject is. This is an issue of particular sensitivity and complexity, and will be discussed in length in this paper. From there I will attack the question of whether this thing called leadership can be taught. How can an educational curriculum actually teach people leadership? This question is actually the culmination of a number of underlying issues which must first be confronted.

This paper evaluates the effects of anti-smoking legislation on cigarette sales across the fifty states for the years 1975 through 1990. The relevance of this issue can be entertained from several perspectives as it pertains to both smokers and non-smokers contrasting the right to smoke with the right to breathe clean air.
