The United States first became involved in humanitarian demining in 1988 when it sent a team to assess the landmine situation in Afghanistan. Five years later, U.S. demining-related programs were underway in Afghanistan and seven other countries. By the end of 2001, we will have provided more than $500 million to 38 countries, as well as the Province of Kosovo and northwest Somalia, for various humanitarian demining efforts such as deminer training, mine awareness and mine clearance, as well as orthopedic assistance to, and socioeconomic reintegration programs for, landmine accident survivors and their families. The Aardvark Clear Mine, Limited (a private British company) of Scotland has been designing and producing a variety of mechanical minefield clearance machines for seventeen (17) years. The Mark IV Joint Services Flail Unit (MKIV, see picture 1 on the next page) has been in production since 1999, and it is the product of years of improvement to the Aardvark Flail System basic design. Financial Education And Savings Outcomes In Individual Development Accounts, Margaret Clancy, Michal Grinstein-Weiss, Mark Schreiner

This study is the first quantitative look at the effects of financial education on savings outcomes for the poor in Individual Development Accounts. The findings suggest that financial education has sizeable effects, and that courses need not be long to take advantage of them. Marketing and public-policy implications are noted.

The federal Mental Health Parity Act of 1996 requires insurers to offer the same benefits for mental disorders and substance abuse as they would for physical disorders, including any annual or lifetime limitations and restrictions placed upon such coverage. This report examines actuarial studies, the current state of parity legislation across the nation, cost of treatment issues, and the impact on Florida should parity legislation be passed.

This article discusses the efforts of two liaison librarians at William Russell Pullen Library, Georgia State University, to build a long-term, sustainable partnership among teaching faculty, graduate students, and librarians in the development and maintenance of a Web-based research guide for world history. The projects' goals are: to provide access to the resources available at Pullen Library; to serve as a gateway to resources available on the Internet; and to showcase student contributions, including bibliographies and annotations of Web sites. Children spend much of their youthful energy engaged in play. Indeed, play, in its various forms, represents a serious business – not only for the active participations, but also for students of the phenomenon. To many researchers, play is viewed as a generative fore in children's social, emotional, and cognitive development (see Rubin, Fein, & Vandenberg, 1983; Saracho & Spodek, 1998; Fromberg & Bergen, 1998).
