Plyler Children: 21st Century Challenges With Judicial-Policy Implementation Affecting Immigrant Children In New Jersey, Christine T. Brenner, Kirk A. Leach, David Tulloch

Journal of Public Management & Social Policy

Denying unauthorized immigrant children access to a free public education through incomplete judicial policy implementation may lead to an illiterate underclass. Communicating, implementing, and enforcing Plyler v. Doe school registration documentation requirements continue to be difficult at the district level. In 2008, an ACLU study in New Jersey found that 187 of 516 school districts were mandating inappropriate documentation from parents registering their children. Separation of powers requires that executive agencies proactively implement transformative judicial decisions.

Representation And Hispanic School Boards In North Central Texas: Confirming A Lack Of Representation, Abraham David Benavides, Fernando Medina

Journal of Public Management & Social Policy

This paper provides an overview of representation as defined by scholars and applies their theories to school boards. The paper presents a study of 156 school districts in the North Central Texas region to reveal the degree of Hispanic school board representation in two educational regions. The study includes an overview of the number of seats on each school board; Hispanic school board membership and percentages; Hispanic student enrollment in each district, and the percentage of Hispanic students in each district. The study concludes that Hispanic children are underrepresented.

Significant changes in employee demographics and values and the nature of public service employment have impacted personnel administration. This study evaluates the impact of both gender and race on the assessment of current HRM practices and reforms at the local level of government. Results from a national survey are assessed in order to enhance the field’s understanding of whether differences in administrative perceptions and values attributed to these two factors have the potential to translate in HR policy positions that continue to embrace or strive to transcend traditional public personnel management. The Obama administration created the Office of Faith-Based and Neighborhood Partnerships and related Centers throughout federal agencies. Their aim is to help cultivate relationships between the interfaith community and government in communities around the United States. One such effort, Together for Tomorrow, seeks to facilitate partnerships to strategically deploy volunteers to lift up schools and students in low-income communities. The partnership involves federal offices, national service through AmeriCorps VISTA, local government agencies, nonprofit organizations, and faith organizations—a “multi-flavored wedding cake.” This article reports on the theoretical and observed enactment of the first-in-the-nation pilot project of Together for Tomorrow, suggests lessons, …

Although colleges must have a full‐time Latino student enrollment of at least 25 percent to federally qualify as a Hispanic Serving Institution, colleges with a Latino student enrollment of 15‐24 percent are commonly referred to as “Emerging Hispanic Serving Institutions.” As more community colleges approach such Latino student enrollment percentages, the changing demographic presents opportunities and challenges relative to diversity. It is important to equip community college administrators, all of whom are public administrators, to effectively manage their changing institutions and promote student success. Utilizing a qualitative approach, this article analyzes multiple perspectives on factors related to Latino student success. …
