This guide focuses on transitioning mine action programmes1 to national ownership. The GICHD and United Nations Mine Action Service (UNMAS) commissioned case studies of transition in nine mine/ERW-affected countries to provide the evidence base for this guide. The case studies document programme implementation in very different environments – from least developed to developing countries and from low to very high levels of landmine/ERW contamination. In 2004–05, the Inter-Agency Coordination Group for Mine Action (IACG-MA) endorsed the first UN Gender Guidelines for Mine Action Programmes to enhance the integration of gender considerations into UN mine action programmes. The guidelines were developed with the assistance of the International Women’s Development Agency (IWDA). This effort followed the launch by DPKO in 2004 of the Gender Resource Package for Peacekeeping Operations, which identified key gender issues and provided an overview of how they could be addressed most effectively. The Convention on Cluster Munitions bans all use, production, transfer and stockpiling of cluster munitions. Cluster munitions do not distinguish between civilians and combatants and can leave behind unexploded ordnance which can harm civilians and be detrimental to economic and social development for decades after use. Two decades of war in Sri Lanka have given rise to the problem of landmines and unexploded ordnances threatening the lives of civilians in the Northeast.

The United Nations and government of Sri Lanka initiated a mine action programme, which includes a Mine Risk Education Programme. Supported by UNICEF, it has been implemented since 1997 in the Jaffna District and Vanni region in close co-ordination with UNDP. Today, MRE has reached a professional standard, using tried and tested tools to promote mine-safe behaviour.
