Croatia is affected by explosive ordnance (EO) contamination that consists of mines and, to a lesser extent, explosive remnants of war (ERW), including cluster munition remnants, caused by the legacy of four years of armed conflict associated with the break-up of the former Socialist Federal Republic of Yugoslavia in the early 1990s.

In the course of mine action in the Republic of Croatia so far, the most important and most represented activity has been conducting humanitarian demining operations. Since the very beginning of systematic pursuit of demining problem area, the basic issue has always been the question of defining suspected hazardous area. True development of demining capacities starts with the establishment of the Croatian Mine Action Centre and amendments to the Law on Demining by which the market model was introduced.

The key factors of the application of the airborne remote sensing technology for humanitarian demining are the minefield indicators [1] or the indicators of mine presence and the indicators of mine absence [2] and the analytical assessment of the contamination by the landmines [3]. The study is laid out as four case studies of five organisations (two organisations in Croatia are described in one case study). A commentary is included in each case study as a discussion, and summarising comments are made in the final chapter. The Emergency Transport and Mine Clearing Project, approved in 1996, covered the first phase of a larger reconstruction program following the breakup of the former Yugoslavia, ensuing hostilities, and the subsequent Dayton peace agreement (signed in December 1995). The project objectives were to repair and reconstruct the surface transport networks within Croatia, especially those leading to Bosnia and Herzegovina (BiH), and clear landmines specifically in areas of high economic priority for reconstruction, starting with the transport networks. Recent and coming organisational changes will have significant implications for the role of the Croatian Mine Action Centre in mine-risk education.The withdrawal of ICRC support for the Croatian Red Cross will have major implications for the development, delivery and implementation of MRE programming. The work-site leader, [the Victim], came to deminer [Deminer 1] at 9:20 to measure and record the positions of the mines he had found. During that process he noticed a PMA-2 in the waste [on the ground?] next to his left foot. During the exit of deminers from the lane and due to his own movements he activated [another] PMA-2, from which explosion he suffered heavy injuries (with the consequent amputation of his left foot).
