In this chapter, we address the epidemiology of homelessness among US Veterans, including a discussion of the methodological challenges relevant to the enumeration and description of homelessness as well as a presentation of current estimates and trends in homelessness among Veterans. The chapter begins with a brief overview of homelessness among Veterans historically, with the remainder of the chapter focusing on the prevalence and incidence of homelessness among Veterans over the past decade. Objective: Among homeless veterans and those at risk of homelessness currently enrolled in Veterans Affairs (VA)health care, this study examined the proportion likely to become eligible for Medicaid in 2014 and their health needs.

Methods: A total of 114,497 homeless and at-risk veterans were categorized into three groups: currently covered by Medicaid, likely to become eligible for Medicaid, and not likely.

Results: Seventy-eight percent of the sample was determined to be likely to become eligible for Medicaid in states that expand Medicaid. Compared with veterans not likely to become eligible for Medicaid, those likely to become eligible were less likely …

The Supportive Services for Veteran Families (SSVF) program represents a crucial component of the U.S. Department of Veterans Affairs’ (VA) plan to prevent and end homelessness among Veterans. Operationalized in Federal Fiscal Year (FY) 2012, SSVF is the first and only VA program that provides services to Veterans and their families. SSVF is a community-based, competitive grant program that rapidly re-houses homeless Veteran families and prevents homelessness for those at imminent risk due to a housing crisis. The program focuses on achieving housing stability through a short-term, customized intervention using a time limited case management approach. Services include financial assistance …

Existing research suggests that Veterans experiencing homelessness make disproportionate and costly use of acute health, mental health and substance abuse treatment services, but that placement in programs like the US Department of Housing and Urban Development-VA Supportive Housing Program (HUD-VASH) can result in substantial reductions in the utilization of these services and associated costs. Several studies have demonstrated that, for certain high need individuals and Veterans, cost savings resulting from the reduction in these acute care services subsequent to placement in permanent supportive housing (PSH) can substantially or completely offset the cost of providing PSH and may even result in …

Objectives. We assessed the accuracy of self-reported veteran status among sheltered homeless adults to assess the reliability of using self-report to determine the number of veterans in homeless populations and examine whether there are demographic correlates to inaccurate reporting of veteran status.

 
Methods. Records on 5,860 sheltered adults from Columbus, Ohio, and 16,346 sheltered adults from New York City (NYC) were matched with U.S. Department of Veterans Affairs (VA) records. We analyzed the agreement between veteran self-reporting and official records using descriptive measures, diagnostic tests, and logistic regression.

Objectives. In this population-based cohort study, we assessed baseline risk factors for homelessness, including the role of service in the Iraq or Afghanistan conflicts, among a large cohort of recent veterans.
Methods. Data for this study came from administrative records for 310 685 veterans who separated from active military duty from July 1, 2005, to September 30, 2006. We used survival analysis methods to determine incidence rates and risk factors for homelessness, based on baseline data for military factors, demographic characteristics, and diagnoses of behavioral health disorders and traumatic brain injury.

We examined data for all veteranswho completed the Veterans Health Administration’s national homelessness screening instrument between October 1, 2012, and January 10, 2013. Among veterans who were not engaged with the US Department of Veterans Affairs homeless system and presented for primary care services, the prevalence of recent housing instability or homelessness was 0.9% and homelessness risk was 1.2%. Future research will refine outreach strategies, targeting of prevention resources, and development of novel interventions.

Introduction

Understanding the prevalence of and risk for homelessness among veterans is prerequisite to preventing and ending homelessness among this population. Homeless veterans are at higher risk for chronic disease; understanding the dynamics of homelessness among veterans can contribute to our understanding of their health needs.

Methods

We obtained data on demographic characteristics and veteran status for 130,554 homeless people from 7 jurisdictions that provide homelessness services, and for the population living in poverty and the general population from the American Community Survey for those same jurisdictions. This study analyzes HMIS and American Community Survey data from seven jurisdictions to assess the prevalence and relative risk for homelessness among veterans by race, sex, age and poverty status. Results show that among the homeless population, approximately 14% of adult males and 2% of adult females are veterans. For males, this proportion is about 30% greater than the proportion of Veterans in the general population, and twice as large as the proportion of veterans in the population living below the poverty threshold. Similarly among the female homeless population, veterans are overrepresented compared to the general population by a factor …
