Improving the quality of human resources through education is believed as one of the solutions to reduce poverty. World attention to education in global ’Education For All program’ and the ’Millennium Development Goals’, suggests that basic education become central program in reducing poverty. If there was a linear relationship between education and income, improved education at basic level would not increase revenues substantially. Pendidikan, Human Capital Ataukah Signaling? Studi Kasus Indonesia, Mohamad Fahmi, Yeni Oktavia Mulyono

This study aims to test whether the behavior of Indonesian people in determining education is the manifestation of human capital theory or signaling theory. Using the ordinary least square (OLS) model and the Indonesian Family Life Survey (IFLS) 2007 data, we find that both theories mutually have effect to influence the behavior of Indonesian people to determine their education.

This paper discusses the politics of policy making behind the signing of the parliamen¬tary institutional arrangement law (UU MD3 2014) from new institutionalism approach. The policy incites controversy over domination of one coalition over the other and the future of legislative-executive inter-institutional relations. This study argues that in the policy making, the drive for power domination in the parliament and the dynamics of contestation in the presidential election strongly affected its process.
