Encouraging Organic Agriculture: The Effects Of Conversion Subsidies, Sarah Adams Inkoom

This thesis examines the importance of conversional subsidies in accounting for an increase in organic acreage in the 12 North-Central States in the United States. Monthly time series data that spans from January 2002 to December 2014 was used in the analysis. Empirical evidence suggests that increase in organic acreage is due in part to the availability of conversion subsidies. Without government assistance, most small-scale farmers are not sufficiently motivated to switch to organic production due to the high initial costs involved in transitioning. Further, increased institutional support could facilitate organic adoption and its absence is detrimental to increasing the …

The Conservation Reserve Program (CRP) was created in the 1985 Farm Bill as a program to remove highly erodible and environmentally sensitive land from agricultural production for from 10 to 15 years. Although CRP was originally viewed as a supply control program it rapidly evolved into a program that met many environmental objectives. In 2007 South Dakota had 729,397 acres of CRP contracts expired, which was nearly 47% of the 1.56 million acres enrolled in the program. The “working poor” have increased in many South Dakota counties. Several of those counties have also made the list of U.S. counties that have changed most drastically in working poverty percentages between 1990 and 2000 (Anderson 2006).

Farmland values, cash rental rates, and federal farm program payments steadily increased in the Northern Plains from 1991 - 2001. Econometric models are used to examine the impacts of Federal farm payments on cropland values and rental rates, statewide and regional, in South Dakota during this time period.

Did The Voluntary Price Reporting System Fail To Provide Price Transparency In The Cash Market For Dressed Steers: Evidence From South Dakota, Scott Fausti, Matthew Diersen

The information value of the former USDA voluntary price reporting system is investigated for dressed weight slaughter steers. The ability of the former system to promote market transparency and price discovery in the cash market is evaluated with state level mandatory price reporting data collected from September 1999 to April 2001. The empirical framework evaluates the informational value of public price reports according to the criteria established in the market integration literature. The empirical results indicate that in the cash market for dressed weight steers, in South Dakota and Nebraska the former voluntary price reporting system did foster market transparency …

The Federal Agricultural Improvement and Reform Act (FAIR) Act of 1996, popularly known as "Freedom to Farm", represented a fundamental shift in the primary policy mechanism for supporting farm incomes in the United States (U.S.). Crop-specific "deficiency payments" were replaced by "production flexibility contract payments", scheduled to run through the year 2002 and, presumably, then terminate. The total amount available for contract payments nationwide started at $5.6 billion in fiscal year (FY) 1996, was to reach $5.8 billion in FY 1998, and was to decline to $4 billion in FY2002 (ERS, 1996, p. 1). The major objective is to determine the most important factors that affect contract holders post-CRP land use decisions in South Dakota. The major data source is a 1993 CRP survey sent to a random sample of 8. 33% of South Dakota CRP contract holders and completed by 5 5 6 of 1133 persons contacted. Management, socio-economic, and land use intentions data are combined with their CRP contract file from USDA. Respondents are classified into major categories based on their post-contract CRP land use intentions.
