I write this from the perspective of an apprentice-trained bookbinder and conservator who has spent most of his career working in academic research libraries in the US, work that has included working primarily with special collections, but also heavily used circulating collections and digitization. During this time I have also worked with many other conservators, interns from conservation/preservation programs and students of museum studies and librarianship. Western Michigan University Libraries use student workers to answer reference questions at almost all of the reference points in the library system. The Central Reference Desk in Waldo Library is the most active reference point, with questions on a wide range of topics, and an extensive range of resources. The students working at the Central Reference Desk receive a twelve week training program and a handbook that covers the library collections, services, types of resources, and condensed subject guides for the most popular humanities and social sciences topics. Would More Skills Raise Demand For Those Who Do Not Get Them? Evidence From South African Manufacturing, Alberto Behar

Policy makers claim a shortage of skills is constraining output and that a rise in skill supply would benefit less skilled occupations in South Africa. This assumes/implies skilled and unskilled labor are complements. To test the claim, this paper estimates Hicks Elasticities of Complementarity and elasticities of factor price with manufacturing data. Aggregate estimates suggest white collar labor complements blue collar labor, so a rise in skill supply would lead to a rise in demand for less skilled labor. Disaggregated results show skilled/artisanal and unskilled labor are complements while semi-skilled and unskilled labor are substitutes.

The second part of this book reviews the existing evidence on workplace training in Europe in different data sources - the CVTS, OECD data and the European Community Household Panel. We outline the differences in training incidence and relate these differences to the private costs and benefits of training, and to institutional factors such as unions, employment protection and product market competition. We ask whether there is a case for under-provision of training in Europe and examine alternative policies aiming both at raising training incidence and at reducing inequalities in the provision of skills

Beyond Training: Law Librarianship’S Quest For The Pedagogy Of Legal Research Instruction, Paul D. Callister

The paper (I) outlines the nature and extent of the dissatisfaction with legal research instruction and demonstrates that the problem predates computer-assisted legal research, (II) presents the history of the debate (focusing on a heated exchange between advocates of a “process-oriented” approach and proponents of the traditional, “bibliographic” methods), and (III) presents the requisite elements of a satisfactory pedagogical model, discussing various issues surrounding each of these elements.
In part III, the paper proposes that a complete pedagogical model requires (A) an identifiable and fully understood objective in teaching legal research (which objective must distinguish between the kinds of research …
