Abstract This paper is designed primarily to offer a historical overview of the politics of revenue allocation in Nigeria since independence. Revenue generation and allocation among the federating units of Nigerian federalism is a crucial issue in that as soon as there exist two or more levels or tiers of governments, it becomes necessary to introduce a system of sharing fund to various tiers of government to particularly meet constitutionally assigned and specified functions. This article explores the linkages between democratization, identity transformation, and rising ethnic conflicts in Kogi State, Nigeria. It argues that the changing character of identity politics in the state, partly a reflection of the contradictory character of the state such that it empowers some people and disempowers others, has been boosted by the democratization process. Ethnic identities have thus become an instrument for the construction and deconstruction of trust in the struggle for power among the competing ethnicities, which the democratization process typifies. This paper looks at the impact and challenges of ICT on library and Information Services. Various library services were highlighted, especially those services that ICT have great impact upon. The paper proffers recommendations and concludes that ICT is cost effective and can improve library services and ensure sustainability

Subsequent to the controversial case of Yunusa v Adesubokan (1971) where Supreme Court which held that a Muslim can make will under the Wills Act even if the terms of the will are inconsistent with inheritance laws under Islamic law, the Wills Act and the various State Wills Laws were amended by making them subject to Islamic law and customary law. While the amendments have been upheld severally by the Supreme Court in relation to customary law, the Court of Appeal case of Ajibaiye v Ajibaiye (2007) is the first reported case in relation to Islamic law.
