School District Enrollment Forecast Reports

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). The study includes analysis of population, housing and enrollment trends affecting the District in recent years, estimates of the impacts of housing development on TTSD enrollment, and forecasts of district‐wide and individual school enrollments for the 2012‐13 to 2021‐22 school years. The Tigard‐Tualatin School District (TTSD) enrolled 12,366 students in Fall 2011, a decrease of 27 students (0.2 percent) from Fall 2010. This is the third consecutive year of K‐12 enrollment loss, but the change was small compared with the loss …

Oregon Population Estimates and Reports

The Tri-City Service District (TCSD) and Clackamas County Service District #1 (CCSD #1), both of Clackamas County, requested that the Population Research Center (PRC) at Portland State University produce long-term population forecasts for each of the two sewer service districts. In addition, CCSD#1 requested that forecasts also be developed to include the entire city of Damascus to account for possible future annexation into its district; and the city of Milwaukie, as CCSD#1 leases services to Milwaukie. At the end of the 1930s, Americans interested in the fates and futures of their cities had the opportunity to consider two new efforts to summarize urban problems and propose solutions. The first was Our Cities: Their Role in the National Economy, published in 1937 under the auspices of the National Resources Board. The second was The City, a film sponsored by the American Institute of Planners for showing at the New York world's fair in 1939. Gendered Arrests Or Gendered Sentencing: Explaining The Narrowing Of The Gender Gap In Imprisonment Over Time: 1970–2008, Mark G. Harmon, Robert M. O'Brien

Since 1970 the percentage of women incarcerated in U.S. prisons has risen from nearly 3 percent to almost 7 percent—more than doubling in less than 40 years. This article examines explanations for this phenomenon—concentrating on two: Changes in the relative rates of arrest for females and males and sentencing reforms that were instituted during this period. The authors examine trends in female to male imprisonment rates from 1970 to 2008 across all fifty states using panel analysis. This paper analyzes the effectiveness of public credit lines in promoting the performances of Brazilian firms. We focus on the impact of the credit lines managed by BNDES and FINEP in fostering growth measured in terms of employment, labor productivity and export. For this purpose, we use a unique panel data set developed by the Instituto de Pesquisa Econômica Aplicada (IPEA), which includes information on both firm-level performances and access to public credit lines. This particular data setting allows us to use quasi-experimental techniques to control for selection bias when estimating the impact of the public credit lines. The core …

This report describes the results of a case study and developmental evaluation of Lane Transit District's innovative project to develop an integrated functional assessment for transportation services, referred to here simply as the Transportation Assessment Project (TAP).

The TAP is unique in that it is a collaborative effort between a public transit agency and local human service agencies to blend traditionally separate assessments for eligibility for transportation services. Specifically, in the TAP, Lane Transit District subcontracts with human services agencies to conduct personalized in-home assessments with individuals with special transportation needs and who are requesting paratransit rides. Professor Steve Thorne is well-known for his work on second and foreign language development and Internet-mediated communicative activity. He is identified with the study of language use, communication dynamics and technology-mediated foreign, second and plurilingual language learning, occurring within and outside of formal educational settings. This report presents the results of a demographic study conducted by the Portland State University Population Research Center. The study includes analyses of population, housing and enrollment trends affecting the District in recent years, low, middle, and high range forecasts of district‐wide enrollment by grade level for the 2011‐12 to 2020‐21 school years and middle range forecasts of individual school enrollments for the 2011‐12 to 2015‐16 school years. School District Enrollment Forecast Reports

In Fall 2011, Portland Public Schools (PPS) enrolled 46,206 students in grades K-12, an increase of 465 students from Fall 2010. This is the third consecutive year of enrollment growth, following 12 consecutive years of enrollment losses that occurred between 1996- 97 and 2008-09. For the three year period since 2008-09, PPS K-12 enrollment has grown by 1,182 students, or 2.6 percent. The phenomenon of altruism extends from the biological realm to the human sociocultural realm. This paper sketches a coherent outline of multiple types of altruism of progressively increasing scope that span these two realms and are grounded in an ever-expanding sense of "self." Discussion of this framework notes difficulties associated with altruisms at different levels. It links scientific ideas about the evolution of cooperation and about hierarchical order to perennial philosophical and religious concerns. It offers a conceptual background for inquiry into societal challenges that call for altruistic behavior, especially the challenge of environmental and social sustainability.

This investigation seeks to explore specific design solutions that could potentially enhance the capabilities of heavy rail facilities while increasing their safety and reducing their environmental and community impacts.

Using Portland's Brooklyn Rail Yard as the study site, this case study explored the potential of structural platforms (caps) built above the existing rail yards to provide development space for expanding rail capacity and rail related activities. The potential for capping to reduce /eliminate conflicts between rail and non-rail uses will also be investigated. Finally, the various designs were presented for caps at the rail yard.

Trip-based models are no longer adequate for some of the more complex questions. They fail to account for time of day sensitivity, dynamic congestion effects, variable pricing and tolls, and the reliability of both highways and transit. Existing activity/tour-based models lack the enhanced temporal element provided by a more dynamic, activity-based microsimulation. DASH is the next-generation model being developed by the Metro Research Center.

This study investigated potential impacts of climate change on travel disruption resulting from road closures in two urban watersheds in the Portland metropolitan area. We used ensemble climate change scenarios, a hydrologic model, stream channel survey, a hydraulic model, and a travel forecast model to develop an integrated impact assessment method. High-resolution climate change scenarios are based on the combinations of two emission scenarios and eight general circulation models. The Precipitation-Runoff Modeling System was calibrated and validated for the period 1988-2006, and simulated for determining the probability of floods from 2020-2049. This report presents results from surveys of residents at several transit-oriented developments (TODs) in Portland, Gresham, Hillsboro, and Happy Valley. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland, and in 2007 at 11 sites in the eastside of Portland and Gresham.

Travel-time variability is a noteworthy factor in network performance. It measures the temporal uncertainty experienced by users in their movement between any two nodes in a network. The importance of the time variance depends on the penalties incurred by the users. In road networks, travelers consider the existence of this journey uncertainty in their selection of routes. Since its launch in 2009 the Healthy Kids program has worked to provide health insurance for children in Oregon. Marketed as one program available to all Oregon children, Healthy Kids enrolls families making below 200% of the Federal Poverty Level (FPL) into the Oregon Health Plan, while families above 200% FPL are enrolled in a sliding‐fee private insurance product offered through a health insurance exchange called KidsConnect.

The highway transportation network of the United States relies on the health and integrity of major infrastructure elements such as bridges. Frequently traveled parts of Oregon are within the seismically active Pacific Northwest and many of the bridges were designed and built to lateral demands that were assumed to be less than the current expectation, a deficiency caused by our growing awareness of seismic hazard and our enhanced understanding of the non-linear response of bridges. The purpose of this study was to gain a better understanding of how equipment replacement decisions are supported with data collection and quantitative models at state DOTs, and to determine if models found in the research literature offer any better decision support when applied to realistic fleet usage and cost data. This study also addressed the current state of equipment replacement at state DOTs with respect to using measurable “green” criteria in replacement decisions, and the development of new quantitative replacement models utilizing such criteria. European Welfare Regimes: Political Orientations Versus Poverty, Kosta Josifidis, John B. Hall Professor, Novica Supic, Olgica Ivancev

This inquiry analyzes how political orientations shape welfare states and labour market institutions when seeking to reduce poverty. In order to identify effects of these two key variables, we conduct a panel regression analysis that includes two poverty measures: poverty rates before and after social spending. This inquiry considers 14 EU countries, and in the period from 1995 to 2008, which are grouped according to welfare state regimes. We consider Social Democratic, Corporatist, Mediterranean and Liberal welfare state regimes. Panel regression results indicate that political orientation engenders no significant statistically measurable effects on poverty rates before social spending. Effects register, …

We examine whether the behavior of current account balances changed in the years preceding the global crisis of 2008-09, and assess the prospects for global imbalances in the post-crisis period. Changes in the budget balance are an important factor affecting current account balances for deficit countries such as the U.S. and the U.K. The effect of the “saving glut variables” on current account balances has been relatively stable for emerging market countries, suggesting that those factors cannot explain the bulk of their recent current account movements. The combination of seismic and vehicle live loadings on bridges is an important design consideration. There are well-established design provisions for how the individual loadings affect bridge response: structural components that carry vertical live loads are designed to remain well within the linear-elastic range while lateral load carrying components are designed to yield under large seismic excitations. The weight of the bridge superstructure is taken in to account as dead load in structural analysis for seismic loads; however, the effects of additional mass and damping of live loads on the bridge deck are neglected. This study applies recent theories about humor to a sample of talk among a group of young adults about the issues and problems associated with homelessness. In this conversation, participants demonstrate a pattern of joking and language play that expresses a complex and ambivalent set of attitudes and feelings toward homelessness and toward the homeless as both outcasts and refugees from conventional society. Humor is used both to express complex responses to homelessness and as a tool for managing the tone and direction of the conversation. About $15 billion of freight passes annually through the Lower Columbia River (LCR) navigation channel to reach Portland and Vancouver, where most of it connects with land transport. This commerce plays a vital role in sustaining the regional economy and connecting Oregon to the global economy. The timely connection of truck and rail transport with vessels is vital, especially for export traffic. This link is susceptible to disruption if water depths in the navigation channel are shallower than expected, leading to delays and/or draft limitations.
