School District Enrollment Forecast Reports
The Tigard-Tualatin School District (TTSD) enrolled 12,460 students in Fall 2007, an increase of 153 students (1.2 percent) from Fall 2006. Growth was concentrated in the secondary grades, with increases of 59 students (2.1 percent) in middle school grades 6-8, and 93 students (2.4 percent) in high school grades 9-12. Elementary grades K-5 enrolled only one more student in Fall 2007 compared with Fall 2006. This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC). Gateshead Revisited: Perceptual Simulators And Fields Of Meaning In The Analysis Of Metaphors, L. David Ritchie

In an extension and partial reformulation of Conceptual Metaphor Theory (Lakoff & Johnson, 1980), Ritchie (2003, 2004, 2006) proposed that the linguistic expressions cited as evidence of complex conceptual metaphors can be parsimoniously interpreted in terms of perceptual simulators (Barsalou, 1999), often within extended fields of meaning, which may be but are not necessarily anchored in underlying conceptual metaphors. Cameron (2003, 2007) added substance and precision to the focal concept of communicative context, and showed how metaphors can be analyzed both as part of an overall pattern of figurative language in a communicative event. School District Enrollment Forecast Reports
The Amity School District (ASD) experienced enrollment growth during the late 1980s and early 1990s, but reached a peak of 945 K-12 students in Fall 1994. In the 12 years that followed, enrollment fell by 143 students, or 15 percent. This year’s enrollment of 822 represents an increase of 20 students (2.5 percent) from Fall 2006, the largest increase since 1994. The long period of decline initially had its greatest impact on elementary grades, followed by middle school and more recently high school. This report presents results from surveys of residents at several transit-oriented developments (TODs) in the cities of Portland and Gresham, along the MAX blue line between downtown Portland and Gresham. The research complements survey work done in 2005 at sites near three MAX stations in Hillsboro and Beaverton (west of downtown) and the Merrick apartments near the Convention Center in Portland. The Midwest Evaluation of the Adult Functioning of Former Foster Youth (Midwest Study) is a longitudinal study that has been following a sample of young people from Iowa, Wisconsin, and Illinois as they transition out of foster care into adulthood. It is a collaborative effort involving Chapin Hall at the University of Chicago; the University of Wisconsin Survey Center; and the public child welfare agencies in Illinois, Iowa, and Wisconsin. This report concentrates on the outcomes of 21 year old youth as they "age out" of the child welfare system and transition to adulthood.

The purpose of this report is to respond to the recommendations of the Regional Housing Choice Task Force by providing information to guide housing choice policy for the Metro Council. The causal feedback implied by urban neighborhood conditions that shape human health experiences, that in turn shape neighborhood conditions through a complex causal web, raises a challenge for traditional epidemiological causal analyses. This article introduces the loop analysis method, and builds off of a core loop model linking neighborhood property vacancy rate, resident depressive symptoms, rate of neighborhood death, and rate of neighborhood exit in a feedback network. I justify and apply loop analysis to the specific example of depressive symptoms and abandoned urban residential property to show how inquiries into the behavior of causal systems can answer different kinds …

Total K-12 enrollment in the Grants Pass School District 7 (GPSD) has fallen in the most recent two years, between 2005-06 and 2006-07 and again between 2006-07 and 2007- 08. This is the first time in at least 20 years that the District has had two consecutive years of enrollment decline. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the downturn in enrollment will not continue in the long run and that the most likely scenario is for moderate enrollment growth of about 520 additional K-12 students between …

Most urban ecology in cities remains an "ecology in cities" rather than an "ecology of cities." Accomplishing the latter requires the inclusion of humans within the concept of "ecosystem," both how humans alter the properties of urban ecosystems and how these alterations in turn influence human well-being. These influences are both direct (e.g., physiological and psychological influences on the human organism) and indirect, by influencing ecosystem sustainability. School District Enrollment Forecast Reports
The area served by the Rogue River School District (RRSD) has experienced population and housing growth in recent years, but the District’s K-12 school enrollment of 1,101 students in 2006-07 was 19 percent lower than its 1995-96 peak of 1,364. The largest sustained elementary enrollment losses occurred between 1999-2000 and 2002-03, while most of the secondary enrollment losses have occurred since 2002-03. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) presenting three different Enrollment Forecast scenarios for the District between the 2007-08 and 2016-17 school years.

Approaching The Transition To Adulthood: Distinctive Profiles Of Adolescents Aging Out Of The Child Welfare System, Thomas E. Keller, Gretchen Ruth Cusick, Mark E. Courtney

The transition to adulthood is marked by new roles and responsibilities in such interrelated domains as education, employment, and family formation. This study investigates the capacity of adolescents on the verge of emancipation from the child welfare system to navigate this transition. To explore heterogeneity in adolescents' preparation for independent living, person-oriented methods are applied to a large, representative sample of youth about to exit foster care. The analysis suggests four subpopulations defined by distinctive profiles on indicators reflecting multiple domains of life experience. Identifying the particular needs and challenges of subpopulations has implications for efforts to match adolescents aging …

The Portland Public School District (PPS) enrolled 45,446 K-12 students in Fall 2006, a decrease of 676 students (1.5 percent) from Fall 2005. This was the second consecutive year that PPS lost about 700 students, following three years of much steeper losses averaging over 1,500 annually between 2001-02 and 2004-05. Enrollment has fallen in each of the past 10 years, and the 2006-07 K-12 enrollment was 17 percent below its 1996-97 peak of 54,697. About half of the 10 year decline occurred during the 2001-02 to 2004-05 period, when the recession slowed regional employment growth but housing prices continued to …

This report represents results of a demographic study conducted by the Population Research Center (PRC) to address the long-range planning needs of the Gresham-Barlow School District 10J (GBSD). The long term District wide forecast was developed using patterns of migration, fertility and mortality that are most likely to occur between school years 2006 and 2015. In addition to the most likely scenario, or the medium growth forecast, two other scenarios--for higher and lower growth trends--were derived. Forecasts by grade for individual schoolsand school attendance areas were also prepared; these forecasts relied on the District wide medium growth scenario.

We characterize the relationship between ex post exchange rate depreciation and the interest differential for a set of countries that spans both developed and emerging market economies. The measured ex post uncovered interest differentials in terms of both levels and absolute values are then related to measures of trade and financial openness, financial development, government budget balances, institutional development, and exchange rate regimes. We find that there is wide diversity in the coefficient relating depreciations and interest differentials. Some of these differing results can be attributed to differences in inflation volatility, financial development, trade openness, capital account openness, legal development, …

Regional Travel Options contracted with the Portland State University Center for Urban Studies to evaluate all program efforts over the 18-month period July 1, 2005 to Dec. 31, 2006. Services provided were shown in relationship to the Regional Travel Options program 5-Year Strategic Plan. The level of participation, satisfaction and the use of alternative travel options were measured where possible. Finally, the extent to which programs supported RTO objectives and connections to other regional goals was assessed. Results included auto-trip reductions. Recommendations for improving data collection were made. Each RTO-partner program is detailed individually in the appendices.

When Oregon voters passed Measure 37 in November 2004, its implications moved from the hypothetical to the actual. This edition of the Metroscape atlas explores how Measure 37 claims might affect Oregon’s future. This atlas describes the geographic distribution of the claims that have been filed so far because location, size, and substance are keys to the measure's effects. Given space constraints, we emphasize maps over explanatory text. Future editions of the atlas will focus in greater detail on a variety of potential impacts of Measure 37.

How does sound affect the urban experience? Recently, acoustics ecologists who study relationships among human beings, communities, and environments have been drawing attention to the potential adverse and pleasurable effects of aural surroundings on physical and behavioral responses. Such reactions to soundscapes are often unnoticed due to passive hearing versus active listening. Cities are often dismissed as loud areas with noisy and annoying soundscapes. However, some parks and gardens within cities are designed, at least in part, for calm and quiet.

The number of immigrants living and working in the metroscape is increasing. In 2005, the foreign born population numbered 250,955, a dramatic increase from the 1990 level of 88,072. Not only are more immigrants settling here, but the proportion of the population who is foreign born is also increasing—from 5.96% in 1990 to 12% in 2005.

Making community development as democratic as possible has long been a challenge for urban planners and municipalities alike. A number of obstacles stand in the way of greater community participation in the planning process and consequently communities who are best served by their design. Visual Preference Surveys (VPS) are a tool planners can use to increase participation in the design process within the communities they serve. This can result in community plans that more accurately reflect the wants or needs of its members. The Oregon City School District (OCSD) enrolled 7,764 students in Fall 2006, a decrease of 189 students (2.4 percent) from Fall 2005. Much of the K-12 decrease was due to a relatively small kindergarten class entering and a large 12th grade class graduating. Also, the figures do not include enrollment at the District’s two charter schools, both of which opened in Fall 2006 and enrolled some students who were previously enrolled in districtrun schools. School District Enrollment Forecast Reports
The Hermiston School District (HSD) has experienced increases in overall K-12 enrollment in each of the past 11 years. In the past five years, enrollments have increased by an average of 119 annually, reaching a total of 4,776 students in Fall 2006. This report presents the results of a study conducted by the Portland State University Population Research Center (PRC) concluding that the most likely scenario is for continued enrollment growth in the HSD during the next 10 years until 2016-17.

School District Enrollment Forecast Reports
The Forest Grove School District (FGSD) enrolled 6,102 students in Fall 2006, an increase of 175 students (3.0 percent) from Fall 2005. Growth was concentrated in the high school grades (9-12), which grew by 101 students (5.5 percent), and elementary grades, which gained 66 students (2.9 percent) between Fall 2005 and Fall 2006.
