After the withdrawal of Soviet troops from Azerbaijan and the subsequent destruction of an Azeri ammunition warehouse, a large portion of the southern region was contaminated by unexploded ordnance. Following an incorrect initial estimate and the obstacle of lack of funds, the Saloglu Project, a partnership among NATO, its Maintenance and Supply Agency, and the Azerbaijan National Agency for Mine Action, was undertaken to clear the UXO. There is still work to be done, but much has already been accomplished.

This article provides a brief account of the unexploded ordnance problem in Azerbaijan and describes the particular hazards of dealing with UXO containing white phosphorus. Drawing from the experience of the Azerbaijan National Agency for Mine Action's work at Saloglu, guidelines for handling WP UXO are discussed.

Following a Mine Survivors Needs Assessment Survey in 2004, the Azerbaijan National Agency for Mine Action and several nongovernmental organizations are working closely to bring victim assistance to mine and unexploded ordnance survivors throughout Azerbaijan. Since 2005, victim assistance in Azerbaijan has included five needs-based projects, as well as individual assistance provided to survivors, such as treatment sponsorship and wheelchair provision.

As a young man in a war-torn area of Azerbaijan, Elnur Gasimov experienced the shock of being severely injured by a piece of unexploded ordnance. Today, Gasimov’s personal experience has inspired him to work as the Team Leader of the Training and Quality Assurance Team at the Azerbaijan National Agency for Mine Action to ensure what happened to him will not happen to other citizens of his country. Gasimov’s resilience and dedication to his work make him a hero in the demining community.

This article explains the danger of explosive remnants of war when located within communities and the precautions that need to be taken in order to get rid of this problem. A UNICEF feasibility study conducted in early 2001 showed that medical and surgical facilities in Azerbaijan are adequate to meet the immediate needs of mine survivors. In general, physical rehabilitation facilities are also considered suitable; however, the lack of psycho-social support to assist mine survivors with a disability is of particular concern. The study concluded that an integrated and comprehensive assistance program could not be established for the mine victims of Azerbaijan until a needs assessment was completed. There are about 72 mine action programs (MAPs) around the world, most of them working in collaboration with the United Nations—United Nations Mine Action Service (UNMAS), United Nations Development Programme (UNDP), United Nations Office for Project Services (UNOPS), etc.—depending on the political, social and/or economic situation of the country. A majority of the MAPs work in collaboration with UNDP. It is important for all MAPs to have a legal framework because it makes their jobs much easier through division of the residual responsibilities among different governmental bodies (ministries, committees, etc.). Mine risk education (MRE) is considered to be one of the key components of mine action throughout the world. From June until October 2004, the Azerbaijan National Agency for Mine Action (ANAMA) Countrywide Survey Project on Mine/UXO Survivors' Needs Research was implemented. Research has revealed about 2,300 mine and UXO survivors in Azerbaijan, and a wide range of needs of 1,883 of them has been studied. The new questionnaire form, added to the standard Information Management System for Mine Action (IMSMA) Casualty Incident Form, has covered a wide range of mine survivors' needs and served as a basis for research.
