The Los Angeles Police Department (LAPD) entered into a consent decree with the Department of Justice in 2001. The LAPD was tasked with reforming a range of behaviors and practices including racial profiling, excessive use of force and corruption. Previous studies suggest that after the implementation of the consent decree the LAPD was able to reduce their uses of force and improve public perception of their department while still maintaining an effective level of policing activity and preventing increases in the crime rate. The ‘Talk’ is a conversation (or series of conversations) that Black children receive from parents, grandparents, and other guardians and caretakers in their life. The conversation consists of informing them on behaviors to adopt as well as a script to recite should they encounter the police or any other agent of the law. Very little research has been done on the Talk yet alone the impact it has on Black children. This paper explores the rise and impact of police officers in schools, frequently referred to as School Resource Officers or SROs. In addition to attempting to delegitimize the common explanation that school shootings necessitate SROs and their ongoing presence, the paper goes on to outline two under-researched drivers of SROs. These are the immense underfunding of public K-12 schools which forces a search for additional sources of revenue alongside an ongoing effort to suppress student movements and control students of color. Physical insecurity and high rates of crime plague Latin America. The problem is economically costly, detrimental to physical and mental health, and damaging to political legitimacy, while also fueling a migration crisis and negatively impacting societal views on human rights. The police are tasked with responding to and investigating crime, but have been historically ineffective at doing so. In recent decades, many countries in the region have implemented significant police reforms in pursuit of decreasing crime and insecurity. This thesis will analyze reforms in Brazil, Colombia, Chile, and Mexico to determine regional themes of reform. The lessons from those case …
