Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant Neeley, Jeffrey Budziak Jan 2016

Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant Neeley, Jeffrey Budziak

Grant W. Neeley

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

Defence Diplomacy And The Australian Defence Force: Smokescreen Or Strategy?, Daniel Baldino, Andrew Carr Dec 2015

Defence Diplomacy And The Australian Defence Force: Smokescreen Or Strategy?, Daniel Baldino, Andrew Carr

Daniel Baldino

The practice of military-to-military engagement has been stronglyembraced in the last few decades as a central tool for strategic
management. Many governments in the Asia-Pacific, including
Australia, have accepted the practice as an instrument ofstatecraft to achieve comprehensive strategic outcomes: as ameans of defusing tensions, reducing hostility and shaping thebehaviour of states towards each other. This article examines
Australias broad approach and practice, and argues that such
transformative ambitions are overstated. The evidence suggests
that the benefits from defence diplomacy are evident at the
tactical and operational level. It is a mode to deal …

Evolution, Not Revolution: The Digital Divide In American And Australian Contexts, Stuart Murray Nov 2015

Evolution, Not Revolution: The Digital Divide In American And Australian Contexts, Stuart Murray

Stuart Murray

Extract: Revolutions in information and communication technology (ICT) can have a profound impact on the relations between people, nations and institutions. Gutenberg’s invention of a printing press with movable type (circa 1439), for instance, meant that European literature could suddeny be mass produced. The technology transformed the speed and volume at which information was gathered, collated and disseminated – information which permeated then changed society. Similarly, the telegraph, telephone, radio and television dramatically altered the way disparate and estranged humans and states interacted with one another. Such changes were far reaching, but none are quite on the scale of the …

Framing The Issues In Moral Terms Iii: Rights And Right Conduct, Robert Williams Dec 2014

Framing The Issues In Moral Terms Iii: Rights And Right Conduct, Robert Williams

Robert E. Williams Jr.

The development of a global human rights culture has had a profound effect on the way discussions of military ethics are framed. This is most apparent in the development of the “responsibility to protect” norm amid a broader debate concerning military intervention to stop serious human rights abuses. With policymakers and international lawyers, many just war theorists have adopted an understanding of military ethics centered on human rights. This essay describes the development of the rights-based perspective on the use of force and its impact on key questions regarding the resort to war and just conduct in war.

Assessing 'Deacon' Mccormick From The Perspective Of The Intelligence Community, Daniel Baldino

Daniel Baldino

F.A. Hayek (1899-1992), the co-leader of the Austrian free market school, embraced the transparently fraudulent assertion made by Donald McCormick, aka Richard Deacon, in The British Connection which accused A.C. Pigou, the co-leader of the Cambridge market failure school, of being a Soviet spy. [Book]

Strategic Trends In The South China Sea/The East Sea And East Asia's Security Architecture: The View From Australia, Chris Rahman Nov 2014

Strategic Trends In The South China Sea/The East Sea And East Asia's Security Architecture: The View From Australia, Chris Rahman

Chris Rahman

Australia has several important security interests in the South China Sea. This paper will outline those interests and the policy responses to challenges to those interests. The first interest is in maintaining regional peace and stability and, in particular, avoiding conflict. Second, Australia has increasingly deep economic ties to both Southeast and Northeast Asia. Any conflict over the South China Sea could negatively impact those ties and the benefits derived from trade. Australia also has both direct and indirect economic and strategic interests in the continued security of South China Sea shipping; or sea lines of communication (SLOC). In a …

Jus Post Bellum: Just War Theory And The Principles Of Just Peace, Robert Williams, Dan Caldwell Mar 2014

Jus Post Bellum: Just War Theory And The Principles Of Just Peace, Robert Williams, Dan Caldwell

Dan Caldwell

What happens following a war is important to the moral judgments we make concerning warfare, just as the intentions going in and the means used are. There has, however, been inadequate attention paid to considerations of jus post bellum in the just war tradition. This essay seeks to contribute to recent efforts to develop jus post bellum principles by first noting some of the ways that jus ad bellum and jus in bello considerations serve to constrain what can legitimately be done after war. We argue, however, that the constraints grounded in traditional just war theory do not offer sufficient …

Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne Dec 2013

Relationship Of Convenience? The Diplomatic Interplay Between The Commonwealth Games Federation And The Commonwealth Games Host City, Caitlin Byrne

Caitlin Byrne

This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. The relationship is thus one of mutual convenience through which both actors seek to leverage the global appeal of the …

Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman Nov 2013

Mapping The Relationship Between International Sport And Diplomacy, Stuart Murray, Geoffrey Pigman

Stuart Murray

To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.

By increasing understanding of the rôles of sport in diplomacy and diplomacy in sport, the paper seeks to promote the adoption of …

Australian Defence Force Transformation: The Hardened And Networked Army, Stuart Murray Sep 2013

Australian Defence Force Transformation: The Hardened And Networked Army, Stuart Murray

Stuart Murray

Extract:
In the field of international relations there exists controversy over whether or not a Revolution in Military Affairs (RMA) is occurring. This case employs the recent transformation of the Australian Defence Force (ADF) to validate the 'revolution' argument. As Australia's role in the Asia Pacific security environment grows, there is a correlative need for its military to evolve. The ADF has embraced change, primarily through its Future Warfighting Concept (FWC) and the doctrine of a Hardened and Networked Army (HNA).

Open For Business: Australian Uranium For Sale!, Stuart Murray

Stuart Murray

Extract:
Fossil fuels negatively contribute to global warming and climate change. While the short-term impact of nuclear energy is more positive, it is no less controversial in terms of climate change. According to the Director of International Atomic Energy Agency (IAEA), Mohamed El Baradei, investing in nuclear energy technologies is particularly attractive to developing countries where energy demand outstrips energy supply and 'energy security, air pollution and greenhouse gases are priorities' (IAEA 2006). Nuclear weapons proliferation, and environmental safety, however, remain as global concerns. As a result, nuclear energy technologies and uranium exports to fuel that technology continue to attract …

The Pariah State Of Global Society: North Korea, Stuart Murray

Stuart Murray

Extract:An examination of North Korea's actions since 1994 (the year they signed the Agreed Framework) shows that the 'Hermit Kingdom' has routinely violated the common purposes, organisations and standards of conduct expected of a responsible member of our international society of states.
