Can Deliberative Democracy Work In Hierarchical Organizations?, Jason Pierce, Grant Neeley, Jeffrey Budziak

Some measure of equality is necessary for deliberative democracy to work well, yet empirical scholarship consistently points to the deleterious effect that hierarchy and inequalities of epistemological authority have on deliberation. This article tests whether real-world deliberative forums can overcome these challenges. Contrary to skeptics, it concludes that the act of deliberation itself and the presence of trained moderators ameliorate inequalities of epistemological authority, thus rendering deliberative democracy possible, even within hierarchical organizations.

Gutenberg’s invention of a printing press with movable type (circa 1439), for instance, meant that European literature could suddeny be mass produced. The development of a global human rights culture has had a profound effect on the way discussions of military ethics are framed. This is most apparent in the development of the “responsibility to protect” norm amid a broader debate concerning military intervention to stop serious human rights abuses. With policymakers and international lawyers, many just war theorists have adopted an understanding of military ethics centered on human rights. This essay describes the development of the rights-based perspective on the use of force and its impact on key questions regarding the resort to war and just conduct in war.

Australia has several important security interests in the South China Sea. This paper will outline those interests and the policy responses to challenges to those interests. The first interest is in maintaining regional peace and stability and, in particular, avoiding conflict. Second, Australia has increasingly deep economic ties to both Southeast and Northeast Asia. Any conflict over the South China Sea could negatively impact those ties and the benefits derived from trade. What happens following a war is important to the moral judgments we make concerning warfare, just as the intentions going in and the means used are. There has, however, been inadequate attention paid to considerations of jus post bellum in the just war tradition. This essay seeks to contribute to recent efforts to develop jus post bellum principles by first noting some of the ways that jus ad bellum and jus in bello considerations serve to constrain what can legitimately be done after war. This paper analyses the diplomatic dynamics that define and underpin the relationship between the Commonwealth Games Federation (CGF) and the Commonwealth Games host city. For the host city, the Commonwealth Games holds out the promise of global visibility, urban regeneration, improved economic activity and social cohesion. For the CGF, the appeal of the host city can improve athlete participation in the event, enhance the appeal and longevity of the sports involved and strengthen the sustainability of the sporting institution itself. To date, the relationship between diplomacy and international sport has been relatively under-theorized. This paper seeks to redress the deficiency by proposing an analytical taxonomy of the multiple convergences between international sport and diplomacy. The principal analytical distinction to be drawn is between (1) international sport consciously employed by governments as an instrument of diplomacy and (2) international-sport-as-diplomacy, the diplomatic representation, communication and negotiation between non-state actors that take place as a result of ongoing international sporting competition.

In the field of international relations there exists controversy over whether or not a Revolution in Military Affairs (RMA) is occurring. This case employs the recent transformation of the Australian Defence Force (ADF) to validate the 'revolution' argument. As Australia's role in the Asia Pacific security environment grows, there is a correlative need for its military to evolve. The ADF has embraced change, primarily through its Future Warfighting Concept (FWC) and the doctrine of a Hardened and Networked Army (HNA).
