This article discusses the problem of suicide by cop, a colloquial term used to describe a suicidal incident whereby the suicidal subject engages in a consciously life-threatening behavior to the degree that it compels a police officer to respond with deadly force. Suicide is a global problem, a leading cause of death in the world, claiming about 30,000 lives in the United States each year, and approximately 1 million annually world-wide. For law enforcement personnel to engage in an intervention strategy to protect the innocent and to prevent suicide is an expected response to the 9-1-1 call. Officers do respond …

Victim—offender mediation has grown to establish itself among criminal justice practices as an alternative to traditionally retributive notions of justice. As the number of programs claiming to be restorative in nature continues to grow, victim—offender mediation programs are emerging as one of the state's preferred delivery methods for restorative justice. Restorative practices, including victim—offender mediation, are inclusive practices. Participation is not only encouraged, it is a necessary element for victim—offender mediation to achieve restorative outcomes. Through the use of observations and content analysis of agreements produced in victim—offender mediation, this research uncovers several impediments to individual participation, including problems in …

Issues of leadership identified in the current literature, with particular reference to leadership found in all organizations, are discussed in an attempt to identify aspects of classical leadership that may be of particular value within the police service. Historically little emphasis is placed upon the ethical parameters of policing thereby an organizational culture that has a hyper-masculine social structure to define their norms and that structure is often the catalyst for adverse experiences for female police officers. This research examines a state crime of omission by members of the Office of the Architect of the Capitol. These crimes were perpetrated against a group of employees charged with maintaining the underground utility tunnels beneath the United States Capitol. Through a secondary analysis of congressional testimony; citations and documents issued by the Office of Compliance; medical records; and various media accounts of the events, this research seeks to examine the perpetrators’ actions as a state crime of omission and offer a theoretical explanation. The main question which motivates the inquiry undertaken in this book is: what should public prosecutors do when victims withdraw support for domestic violence prosecutions? The answer defended herein can be summarized as follows: within the realm of justified (permissible) action, prosecutors should respond effectively; which is to say that, ceteris paribus, domestic-violence prosecutors should respond as feminists. This claim is intended as a provocative formulation of the proposition that domestic violence prosecutors should act for reasons generated by the value of reconstituting their states (and communities) as less patriarchal. This article surveys President Obama's policy agenda-setting for the first six months of his term. I consider whether the conditions ripe for an ambitious policy agenda and summarize the logic of Presidential agenda-setting. I use this framework to explain the Democrats' agenda for 2009, summarize their progress thus far, and discuss the implications for the Democratic Party in 2010 and after. Although the Democrats have made significant progress on their policy goals, they have not reaped the full political rewards from this success.
